months. The scope of this effort is to design, fabricate, and
demonstrate an optically implemented airborne SHF SATCOM Phased Array
Antenna (PAA) system exploratory development model (EDM). The design
will utilize photonic components to remote and implement the beam
forming/beam steering network for the PAA where practical to minimize
impact on aircraft modification requirements. The successful contractor
shall have knowledge of photonic devices and capabilities, optically
implemented beam formation and beam steering, RF phased array concepts
and design, and satellite communications. An Ombudsman has been
appointed to hear significant concerns from offerors or potential
offerors during the proposal development phase of this acquisition.
Routine questions, such as clarifications of the Statement of Work or
the terms and conditions, are not considered to be ''significant
concerns'' and should be communicated directly to the Contract
Specialist, Gail A Person, 315-330-7699. The purpose of the Ombudsman
is not to diminish the authority of the contracting officer or program
manager, but to communicate contractor concerns, issues, disagreements
and recommendations to the appropriate Government personnel. The
Ombudsman for this acquisition is Vincent Palmiero, Chief, Policy and
Management Division, at 315-330-7746. When requested, the Ombudsman
will maintain strict confidentiality as to the source of the concern.
The Ombudsman does not participate in the evaluation of proposals or in
the source selection process. A read library containing technical
information relating to this acquisition is available for review by
potential offerors at Rome Laboratory/OCPC, 25 Electronic Pky, Rome, NY

are advised that a conventional solicitation will not be issued. This
solicitation and resulting award shall be made in accordance with the
Research and Development Streamlined Contracting Procedures (RDSCP)
described in DFARS 235.70. The solicitation will appear in a subsequent
edition of the Commerce Business Daily. Concurrent with publication of
the solicitation, a supplemental package will be mailed to all
