32542-6810 A -- DENSE METAL CASE PENETRATING WARHEAD (DMCPW) TECHNOLOGY SOL
MNK-96-012 POC Beverly Shaffer, (904) 882-4294, ext 3523. Research and
development sources are sought to develop and demonstrate technology
for dense metal case penetrating warhead (DMCPW) that is compatible
with PAVE WAY III and JDAM guidance kits. The warhead will be
compatible with the current FMU-143 A/B and the Joint Programmable Fuze
(JPF) developmental fuze. The DMCPW must provide increased hard target
penetration capability as well as increased lethality through
controlled fragmentation and high density fragments. The effort is
comprised of four phases: (1) A technology application investigation
will be accomplished to define technologies comprising the most
promising dense metal case concepts. Metallurgical assessments will be
accomplished to identify the tungsten alloys with the best toughness
and strength. Design and fabrication issues will be studied for weapon
applications, (2) The preliminary design of selected PAVE WAY III
demonstration weapon configuration concepts will be accomplished.
Materials testing and alloy optimization efforts will be completed.
Component and subsystem performance requirements will be established,
(3) The dense metal components and subsystems will be designed and
developed in accordance with the preliminary design. Subscale testing
will be conducted to evaluate performance and fabrication techniques.
Full scaled dynamic tests will be conducted on the Eglin sled track and
performance assessed, and (4) Dense metal components and subsystems
will be integrated into PAVE WAY III flight demonstration hardware.
Prospective sources should provide evidence of their experience and
capability in the form of successful completion of similar contracts,
technical reports, journal publications and must have a facility
clearance of up to the SECRET level. Prospective sources should provide
evidence of their capability to define, design, fabricate and test
tungsten penetrating warheads. It is anticipated that the period of
performance will be 36 months. Research and Development Streamlined
Contracting Procedures (RDSCP) apply to this acquisition in accordance
with DFARS 235.70. A standard request for proposal (RFP) will not be
issued. The complete solicitation will appear in a subsequent edition
of the Commerce Business Daily and proposals will be due 30 days after
issuance of solicitation. Respondents to this notice must include
complete address information in order to receive any supplemental
packages/amendments. Firms having applicable interest, capability and
background should submit particulars in accordance with Numbered Note
25 to WL/MNK, 101 W. Eglin Blvd Ste 337, Eglin AFB FL 32542-6810, Attn:
Beverly Shaffer. Responses to this synopsis must be received within 15
days from date of publication. Respondents to this notice will not be
notified of the results of the evaluation of information submitted.
This synopsis is for information and planning purposes only, does not
constitute an IFB or RFP, and is not to be construed as a commitment by
the Government. Firms responding to this synopsis should state whether
they are or are not a small business concern as defined by SIC Code
8731, 500 people. The Air Force reserves the right to consider a small
business set-aside based on responses hereto. This requirement may be
pursued sole source if the Air Force determines that only one source
is capable of satisfying the requirements. An Ombudsman has been
established for this acquisition. The only purpose of the Ombudsman is
to receive and communicate serious concerns from potential offerors
when an offeror prefers not to use established channels to communicate
his concern during the proposal development phase of this acquisition.
