McDaniel, Contracting Officer This acquisition is for the procurement of reports and a final analysis that requires thecontractor to perform software design and modifications to the Flare InfraRed Emission (FIRE)software code. The modifications will consist of the incorporation of measured air velocity datafrom the Dual-Mode Dynamic Windstream Facility located at NAVSURFWARCENDIV Craneinto the flare effectiveness model. This shall be used to predict a quantified trend betweeninfrared data measured at the facility at NAVSURFWARCENDIV Crane Windstream and thatmeasured during actual aircraft launch flight tests. The work shall include all labor, softwaredevelopment, engineering expertise, services, travel and material to accomplish this task.Inspection and acceptance of test data will be at destination. Delivery is required 90 days fromdate of receipt of Government Furnished Information after contract award. This acquisition isSole-Source to Lockheed Martin Missile & Space, R & D Div., 3251 Hanover St., Palo Alto, CA94304 due to FIRE code being developed within Lockheed to aid in its F-22 flare developmentprogram. It is undocumented and not available to any other contractor. Only Lockheed has theknowledge and expertise with the FIRE code to accomplish this task in a feasible time frame.Note 22 applies. This item is being procured under Simplified Acquisition Procedures (SAP). Itis anticipated that a verbal request for quotes will be utilized. The Total Small Business Set-Asideis dissolved IAW FAR 13.105. All responsible sources may submit a quote which will beconsidered by this agency. (0016)
