The Defense Electronics Supply Center (DESC) is conducting market
research in the area of microelectronic device emulation capability.
The specific areas of interest are small scale integrated (SSI), medium
scale integrated (MSI), and/or large scale integrated (LSI) circuits.
Typical examples include digital microcircuits up to 48 pins and 20
volts memory (RAM, ROM, PROM & registers), drivers and comparators.
Contractors are invited to submit concept papers outlining their
emulation capabilities in these areas. The Government is not seeking to
fund the development of a new emulation capability; rather, a clearly
demonstrated capability must already exist. Technical oversight of the
projects under this Broad Agency Announcement will be performed by
DESC. Program Objective and Description: This program focuses on the
current capability of the microelectronics industry to provide emulated
devices that meet the form, fit, functional and interface requirements
for devices that are obsolete or otherwise unavailable at an
economical price to the government. No research and/or development
funding is available to develop any additional capability beyond what
is currently available within the industry. To this end, contractors
are encouraged to describe their current capabilities involving
emulation of microelectronic devices. Successful emulation of devices
should be described as well as areas of demonstrated capability.
Concept papers will not be evaluated against each other since they are
not submitted in accordance with a common work statement. Concept
papers will be evaluated on their technical merit. This evaluation will
consist of a review to assess the following criteria, which are listed
in descending order of relative importance: (1) A clearly
demonstrated, existing capability to emulate microelectronic devices.
(2) Demonstrated capability to produce finished and packaged devices
meeting the original device requirements. Papers should describe
existing microelectronic device fabrication/production facilities and
capabilities. (3) Demonstrated capability to meet a quality level of
QML certification to the requirements of MIL-PRF-38535; (4)
Respondent's capabilities, resources (including financial capability,
personnel, facilities, equipment, and data) and related experience.
Papers should describe previous successful emulation efforts which
demonstrate the adequacy of respondent's capabilities and resources.
Site surveys may be conducted by Government personnel to verify the
respondent's capabilities. In addition to the technical evaluation,
cost realism and reasonableness will be considered. Papers should
include cost estimates based on previous experience, including any
non-recurring engineering requirements as well as cost estimates for
actual devices. However, detailed certified cost or pricing data need
not be submitted with concept papers. Submission Process: Concept

Interested firms must submit an original and six (6) copies of the
concept paper. All submissions must be clearly marked for:
``Microelectronics Device Emulation Capability.'' Electronic
transmissions such as facsimile, TWX and telex communications are not
authorized. This announcement shall remain in effect for a period of
thirty (30) days from the date of publication. All concept papers
received will be evaluated as soon as possible thereafter. Interested
firms are hereby advised that no funding is currently available for
contract awards under this announcement. This announcement is an
expression of interest only and does not commit the Government to pay
for any response preparation costs. General Information: Concept papers
shall not exceed twenty-five (25) pages, where a page is defined as
8-1/2'' x 11'' with type not smaller than 12 pitch. No formal (RFP) is
currently available under this announcement; however, a formal RFP may
