AND TITLE 11 SERVICES FOR MECHANICAL/ELECTRICAL PROJECTS to be issued
under this contract are required. Computer Aided Design and Drafting
{CADD} capability and compatibility with AutoCADD Release 13 and
capability to digitize existing drawings for CADD use are also
required. Delivery Orders will consist of but not limited to: {1}
Making Technical Studies, Analyses, Surveys, Investigations, and
Reports; {2} Planning of Site Developments and Installations; {3}
Supervising and Inspecting Maintenance, Repair, and Construction
Projects; and {4} Performing the necessary supervision and coordination
of all phases of A-E work. One indefinite quantity contract will be
awarded. The contractor is guaranteed a minimum of $5,000 in fees for
one year. No individual delivery order will be more that $299,000 in
fees and the total of all delivery order fees will not exceed $750,000
per contract year. Also, an option to extend the awarded contract for
1 year, is a part of this announcement. Services may require single or
all disciplines with primarily Electrical/Mechanical Engineering
Requirements. This procurement will be from Appropiated
Funds/Non-Appropiated Funds and will be a Negotiated Firm Fixed-Price
Contract. Estimate Start Date is May 96 with services required through
May 97. Note: all responses previously received under Solicitation
F41691-95-R-0028 will be considered for selection; re-submission is not
necessary. Small business concerns and small disadvantage business
concerns are encouraged to respond to this announcement. Evaluation
Criteria in relative order of importance to be used for selection of
the A-E Firm {ATC Form 319, Modified}: {1} Specialized experience
demonstrating ability in past professional work of similaar nature,
CADD Capability and Compatability with AutoCADD and capability to
digitize existing drawings for CADD use. {2} Professional
Qualifications of the staff to be assigned to the project. {3}
Professional capacity to accomplish the work within anticipated
schedule. {4} Past Performance with respect to execution of both DOD
and Non-DOD Contracts. {5} Location within 250 Miles Radius of San
Antonio or within 1 hour by Air Travel with priority for local firms
provided an appropiate number of qualified firms are available. {6}
Dollar Value of DOD work awarded for the 3 years preceding date of this
synopsis. In addition to the above, each firm will indicate as selected
consultants to include but not limited to the following design
disciplines: {A} Architectural {including Landscape Architects}, {B}
Civil Engineer {General plus Airfield design}, {C} Structural, {D}
Mechanical {primarily HVAC and Plumbing}, {E} Enviromental {Hazardous
Waste Identification and Design} and {F} Electrical {Building Design,
Exterior Lighting and Underground Distribution}. Either through
Consultants, Joint-Ventures or complete In-House Capability of the
listed design is acceptable. In addition each firm must have CADD
Capability either In-House or through the use of consultants. Firms
desiring consideration shall submit appropiate data, including Standard
Forms 254 {Architect Enginner Related Services Questionnaire and 255
{Architect-Engineer and Related Services Questionnaire for Specific
