Schmidt, Telefax (317) 353-3066. The Naval Air Warfare Center, Aircraft
Division, Indianapolis is anticipating the release of a solicitation on
approximately 03/01/96 for a testing services contract. The requirement
will be for a base year and four (4) one (1) year options for a test
program furnishing testing/reporting/documentation of armament
suspension and release equipment and integral components (primarily
bomb racks and missile launchers). The major areas of testing (which
will include test documentation and failure/fault analysis
documentation and capability) are: Life Tests, include the instrumented
suspension and release of dummy stores utilizing explosive charges;
Mil-T-7743 testing of electrical characteristics, temperature,
altitude, humidity, icing, static loads, sand, salt, shock/vibration,
fatigue, etc. The container shall posses facilities and equipment to
perform the testing above and diagnostic/testing equipment and
facilities for Electromagnetic Compatibility (EMC), X-Ray, chemical
analysis, metalurgical evaluation etc. A security clearance is
required. Detailed technical, quality, management and cost proposals
will be required. Evaluation will be based on meeting the minimum
requirements in the solicitation and SOW. The contract type will be
cost re-imbursement plus award fee. Therefore lowest proposed cost will
not be the basis for award. Award will be made to the offeror whose
cost reflects full performance and understanding of the solicitation
requirements and SOW and can perform the contract in a manner most
advantageous to the Government. Interested Sources Caution! The
Government solicitation and SOW requirement requires a rapid turnaround
in the start and finish of the testing. Past history has shown that
sources with a comprehensive facility and inventory of equipment with
minimal sub-contracting of testing or laboratory services and/or do not
use multiple company owned facilities due to testing capability
limitations at each facility, can best satisfy this requirement and are
hence more cost effective and advantageous to meeting the Government's
