N -- AIR EMISSIONS CONTROL SYSTEM SOL F04699-96-R-0034 DUE 030596 POC For copy, contact the info office indicated., For additional information contact Melby.K5s/Pkocd/916-643-3795 SACRAMENTO AIR LOGISTICS CENTER is procuring five each air emissions control systems to control emissions from the Casting Emission Reduction Program (CERP) pilot iron and aluminum metal casting operations. The Government is also procuring associated data, service visits, on call telephone assistance, and spare parts. It is the intent of the Government to purchase a commercially available casting manipulator system, without the need for new development; therefore, the contractor shall demonstrate that they have manufactured and sold casting manipulators for a minimum of ten (10) years. The contractor shall include proof of required qualifications in their solicitation response. The five baghouse systems are: 1) the green sand handling baghouse exhaust system (48,000 CFM); 2) pour, cool, shakeout and shotblast baghouse exhaust system (54,000 CFM); 3) melt and pour furnace baghouse system (27,000 CFM); 4) thermal sand reclamation baghouse exhaust system (18,100 CFM); and 5) core room sand mixing baghouse exhaust system (1200 CFM). The air emissions control systems shall have a maximum outlet grain loading of 0.01 grains per dry standard cubic feet of air, based on US EPA testing methods. Each system shall include reverse jet cleaning mechanisms. An Ombudsman has been appointed for this acquisition. The primary purpose of the Ombudsman is to receive and communicate serious concerns from potential offerors when an offeror prefers not to use established channels to communicate his/her concerns during the proposal development phase of this requisition. The purpose of the Ombudsman is not to diminish the authority of the contracting officer or program director, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. Potential offerors should use established channels to request information, pose questions and voice concerns before resorting to using the Ombudsman services. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. All responsible sources may submit a proposal/quotation that shall be considered by the agency.
