The purpose of the ombudsman is not to diminish the authority of the contracting officer, the Source Evaluation Board, or the selection official, but to communicate concerns, issues, disagreements, and recommendations of interested parties to the appropriate Government personnel and to work to resolve them. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The ombudsman does not participate in the evaluation of proposals, the source selection process, or the ajudication of formal contract disputes. Interested parties are invited to call the installation ombudsman, Susan H. Garman at 713-483-0490. Concerns, issues, and disagreements which cannot be resolved at the installation may be referred to the NASA ombudsman, Tom Luedtke at 202-358-2090. In a synopsis which appeared on October 4, 1995, release of the RFP for Medical Operations and Research Services (MORS), NASA Johnson Space Center, Houston, TX, was announced as November 1, 1995. In a subsequent synopsis appearing on November 6, 1995, the release of the RFP for MORS was postponed. Following is the proposed schedule for the MORS procurement. All of the dates listed are on or about as this is a proposed schedule: Draft RFP release - 2/1/96; Proposal Conference/Facility Tour - 2/15/96; Observation period - 3/4-15/96; RFP release - 4/1/96; Proposals due - 6/1/96; Contract award - 10/1/96; Phase in period - 10/1/96 through 11/30/96; Contract work start date - 12/1/96.
