Code CW38) The work consist of furnishing all labor, equipment, fuel,
transportation, tools, supplies supervision, and management necessary
to perform the cleaning, solid waste collection and hauling, litter
pickup, mowing, trimming, and optional rip-rap spraying at U. S. Army
Corps of Engineers Facilities located at Bayou Bodcau Dam & Reservoir,
Wallace Lake Dam, and Caddo Lake and Dam and Lock and Dam No. 4 and
Joe D. Waggonner, Jr. Lock and Dam on Red River Waterway in Louisiana
and for janitorial services, mowing, trimming, and leaf mulching and
removal at the Bayou Bodcau Reservoir Office. If authority is received,
four (4) option years may be included in the resulting solicitation
prior to negotiations. 1. Government's Intent Relating to Award. It is
the Government's intent to award one fixed price contract pursuant to
this solicitation. 2. EVALUATION AND SELECTION PROCEDURES: The
evaluation process for this procurement will be composed of two (2)
phases. Initially, all responsive offerors' proposals will be evaluated
and assigned points based upon criteria set forth in paragraphs 2.1 and
2.2. A competitive range will be established based upon the ranking of
all responsive offerors' proposals. Negotiations may be conducted with
all offerors in the competitive range and revised proposals requested
from those offerors. In the second phase, Best and Final offers will be
requested of all offerors in the competitive range. These best and
final offers will be evaluated and assigned points based upon criteria
set forth in Paragraphs 2.1 and 2.2. At this point cost proposals will
be evaluated on the basis of criteria set forth in paragraph 2.3.
Selection of a contractor will be made by an integrated assessment of
the proposals submitted and in light of the following criteria. The
integrated assessment will involve a determination by the Government of
the overall merit of each offeror's proposal, recognizing that
subjective judgment on the part of the Government evaluators is
implicit in the entire process. The technical capability of the offeror
will have the greatest weight in the evaluation. 2.1. EVALUATION OF
TECHNICAL PROPOSAL: The technical aspects of the proposal will be
evaluated in the following areas. These factors have equal importance.
a. Understanding of the contract requirements; b. Proposed staffing;
and c. proposed equipment. 2.2. EVALUATION OF MANAGEMENT PROPOSAL: The
management aspects of the proposals will be evaluated in the following
areas. These factors are listed in descending order of importance. a.
Prior staff supervisory and management experience in cleaning and
mowing operations or other similar multi-tasked work; b. Adequacy and
reasonableness of work plans; c. Adequacy and reasonableness of
personnel management policies and procedures; d. Prior experience and
performance as a Contractor in the cleaning and mowing operations or
other similar multi-tasked work. 2.3. EVALUATION OF COST PROPOSALS:
Cost proposals will not be scored but will be evaluated for
reasonableness by cost/price analysis. Award will be made to the
highest evaluated offeror, both technical and cost factor being
considered. THIS IS NOT A REQUEST FOR PROPOSALS. All contractors should
note that a Pre-Proposal Conference and Site Visit will be held and
dates for these will be furnished in the solicitation. Issue date on or
