Modify existing machinery pits to accommodate new hydraulic cylinders on gimbal brackets within pits. Connect piston rods to brackets mounted on gate leaves. Install four hydraulic power packs (two to serve as backups) consisting of motors, pumps, oil reservoir and accumulators. Install control system to allow operation from the Control Tower.
