70 -- FURNISH, DELIVER AND INSTALL A CLINCIAL LABORATORY INFORMATION SYSTEM WITH ANATOMIC PATHOLOGY AND BLOOD BANK MODULES SOL 263-CC-96-03 POC Ann G. This is a notice of intent that the National Institutes of Health under the authority of 41 USC(c)(1)-FAR 6.302-1, intends to negotiate and award a sole source contract to SCC, inc, of Clearwater, Florida to furnish, deliver and install a Clincal Laboratory Information System, including Anatomic Pathology and Blood Bank functions. This acquisition will replace the Laboratory Information System currently in use in the NIH Clinical Center Clinical Pathology Department, and must include integrated (not interfaced) modules to support the information processing needs of the Department of Transfusion Medicine and the Department of Anatomic Pathology. The system must be interfaced to the existing Hospital Information System, Alltel's TDS7000, and to all applicable laboratory instruments currently in use in the NIH Clinical Pathology Department. The system must include fully functioning programs to support Anatomic Pathology and both the transfusion and donor functions of Blood Bank informtion processing. The system must be flexible and capable of being customized to meet the unique data needs of the NIH. The system must run on RS/6000 using the AIX operating system. The Government requires that the vendor show a proven record of accommodating unique requirements with existing clients, and of supporting those clients. The system must yield maximum autonomy to NIH authorized users in setting up and later modifying each module, based on the flexibility of its database design. An integrated system is required, i.e, modules must be produced by one vendor and be based on a common architecture. Lastly, the sytem must show evidence of the comprehensiveness of its ability to address the unique functional needs in each of the three Departments whose needs this requirement addresses: the Department of Transfusion Medicine, the Clincial Pathology Department, and the Department of Anatomic Pathology of the NIH Clinical Center. The system must be furnished, delivered, and installed within 120 calendar days after contract award. The Government also requires system maintenance as well as software support, including hotline telephone support and customization as deemed necessary by NIH, to be provided for an initial period of performance of twelve (12) months with four (4) successive twelve (12) month option periods. SCC, Inc. is the only known firm that can provide the system, maintenance and support services which meet all of the Government's minimum requirement. All responses must be written and received within 45 days calendar days from the published date of this notice. Oral communication is not acceptable and will not be honored. A Statement of Work is available upon request. Responses requesting the solicitation without providing the required documentation (see next paragraph) shall not be considered. There is no solicitation document. Concerns that respond to this notice will be considered only if furnishing clear and convincing documentation demonstrating their ability to meet, at a minimum, the stated government requirements. Written responses should contain sufficient technical information and a description of the proposed plan for meeting the requirements, in order to permit agency analysis to establish a bona fide capability to meet the stated requirements and should be directed to Ann Argaman at the address above. A determination by the Government to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
