GP24/Contracting Officer NASA/MSFC plans to issue a Request for
Proposal (RFP) for a Time Distribution System (TDS) -- The TDS shall
support acquisition, generation and distribution of timing signals at
MSFC's Huntsville Operations Support Center (HOSC) -- The TDS shall
consist of redundant time processors that provide fail-safe operational
support -- Both time processors shall be automatically maintained at
the same operator selectable configuration -- The TDS shall send health
and status messages to a system printer and an external System Monitor
and Control (SMAC) system -- The TDS shall provide health and status
message displays, operator configuration control, and external control
from the SMAC -- The TDS shall decode a minimum of four (4)
independent IRIG-B input timing signals -- The TDS shall generate and
output a minimum of eleven (11) IRIG-B timing signals -- The TDS shall
contain redundant Global Positioning System (GPS) Receivers that
decodes Universal Coordinated Time (UCT) -- The TDS shall control six
(6) groups of existing time displays that utilize Binary Coded Decimal
(BCD) interfaces -- The TDS shall also control a minimum of 1024
addressable time displays that utilize redundant RS-485 or similar
communications circuits -- A minimum of two (2) addressable time
display units shall be provided -- The addressable time display units
shall support TDS controllable alpha-numeric labels that indicate the
type of time that is currently being displayed -- The TDS shall
multicast timing information on an EtherNet and FDDI Local Area Network
(LAN) -- The TDS shall support input and output timing signals with
formats of +/- Days, Hours, Minutes, and Seconds -- The TDS shall
provide a ten-millisecond resolution (or accuracy) in the generated
IRIG output timing signals -- The TDS shall be contained in one (1)
equipment rack which shall also be provided -- A demonstration and
acceptance of all capabilities shall be conducted at MSFC -- FIPS-PUB
1-2, 16-1, 17-1, and 107 applicable as appropriate -- Requests for
copies of the RFP must be submitted in writing -- Transmission by
facsimile to 205-544-9080 or by Internet e-mail to
pamela.white@msfc.nasa.gov is acceptable -- RFP will be released on or
about 15 days after publication in the Commerce Business Daily (CBD)--
Firm date for receipt of offers will be stated in the RFP -- This
procurement is a Total Small Business Set-Aside -- An ombudsman has
been appointed to hear concerns from offerors, potential offerors, and
contractors during the preaward and postaward phases of this
acquisition -- The purpose of the ombudsman is not to diminish the
authority of the contracting officer, the Source Evaluation Board, or
the selection official, but to communicate concerns, issues,
disagreements, and recommendations of interested parties to the
appropriate Government personnel and to work to resolve them -- When
requested, the ombudsman will maintain strict confidentiality as to the
source of the concern -- The ombudsman does not participate in the
evaluation of proposals, the source selection process, or the
adjudication of formal contract disputes -- Interested parties are
invited to call the installation ombudsman, W.H. Hallisey at
205-544-0092 -- Concerns, issues, disagreements, and recommendations
which cannot be resolved at the installation may be referred to the
NASA ombudsman, Thomas S. Luedtke at 202-358-2090 -- The solicitation
