USDA-Forest Service intends to negotiate a contract with Humboldt State University, Arcata CA for a California and Northern Spotted Owl Technical Assessment Survey to determine overall effectiveness of Forest planning for Owl populations and ecosystem health. These studies are a continuation of an eleven year joint research effort between the Forest Service and Homboldt State University Humboldt is the only known entity that possesses the required technical and statistical data necessary to insure continuity in this long term survey.
