for Technical Proposals for the Electrical Construction on the Quentin
Burdick Federal Courthouse in Fargo, North Dakota. This project has
been designed in metric and all contract documents are metric. The
project will include ''multiple prime'' contractor coordination between
the ''General'', ''Mechanical'', and ''Electrical'' contractors
performing concurrently on the job-site. The new facility will be a
four story structure containing approximately 10,136 gross square
meters and will be attached to the west end of the existing and
functioning courthouse. Normal court operations will be going on during
the entire construction period. The existing courthouse is three
stories tall with a basement and is approximately 6,655 gross square
meters. The new addition will contain four district courtrooms, six
judges chambers, the circuit library, the clerk of court, the U.S.
Marshal Service, underground parking, and an atrium connection to the
existing building. Because the building occupies almost all of the site
there will be only a limited amount of site work.
Warranties/guarantees, finishes and related management requirements
will be included. Estimated cost range for the electrical construction
portion of this project is $1,000,000 to $5,000,000. The procurement
will be accomplished by use of the ''Two-Step Sealed Bidding''
procedures. Step one requires the offeror to submit a technical
proposal, without pricing. The Government will evaluate and, if
necessary, discuss the technical proposal with the offeror to determine
the acceptability of the services offered. All responsible sources may
submit a proposal which shall be considered. Step two involves the
submission of ''priced'' bids by those firms determined to be in the
competitive range. Request for Technical Proposals will be issued o/a
01/19/96, with responses due o/a 2/21/96. A pre-proposal conference is
tentatively scheduled for February 1, 1996 in Fargo, North Dakota.
This procurement is open to small and large businesses under the Small
Business Competitiveness Demonstration Program. Send requests for
