respectively. The Joint Direct Attack Munition (JDAM) Program Office,
ASC OL/YU, intends to modify contract F08626-94-C-0003 to include an
effort to support the design, prototyping, testing, and implementation
of affordable improvement concepts for the JDAM weapon system.
Potential areas of improvement include enhanced GPS navigation,
enhanced guidance and control, target location error reduction, GPS
anti-jam technology, GPS selective availability anti-spoof module
(SAASM), integration on non-1760 aircraft, and application of JDAM to
other warheads. An impact assessment of the improvement concepts on the
JDAM weapon and aircraft integration along with an evaluation of
improvement concepts against the JDAM Joint ORD will also be included
in this effort. Extensive knowledge of the JDAM weapon system design is
required in order to be capable of performing this effort. As the JDAM
contractor, McDonnell Douglas Aerospace has the knowledge and
expertise needed to develop improvements for the JDAM weapon. The Air
Force does not currently possess any technical data concerning the JDAM
design, therefore the JDAM Program Office intends to issue a contract
modification to McDonnell Douglas, who has design responsibility, in
accordance with FAR 6.302-1, ''Only One Responsible Source.'' See
Numbered Note 22. This synopsis is for information and planning
purposes only, it does not constitute a solicitation for bids or
proposals and is not to be construed as a commitment by the Government.
Interested firms who believe they have the capability to perform this
work should respond with details of their qualifications and experience
in accordance with Numbered Note 25. Firms responding to this synopsis
should state whether they are or are not a small business concern or
small disadvantaged business concern as defined in FAR 52.219-1 and FAR
52.219-2 respectively. Capability packages are due within 15 days after
