13 -- DESIGN, DEVELOPMENT, AND FABRICATION OF SPECIAL MATERIAL COUNTERMEASURE DEVICES AND SYSTEMS SOL N00164-95-R-0031 POC Contact - Ms. Terry Davis, Code 1164EJ, 812-854-3704/telefax 812-854-3465, Mr. Doug McDaniel, Contracting Officer The Navy intends to enter into a Basic Ordering Agreement (BOA) with Alloy Surfaces Company, Incorporated, Wilmington, DE to procure, via individual orders issued thereunder, design, development, and fabrication of Special Material Countermeasure Devices (SMCD) and systems. Tasks involved will be in direct support of the SMCDs from the concept exploration phase through the manufacturing development phase and into limited production in some instances. The scope includes both the modification of existing SMCDs to meet specific performance criteria which shall be defined in the individual orders, and the application of SMCD payloads to other existing expendable hardware and dispenser systems. Prototype quantities will vary on each order. Due to the unique capabilities and proprietary production processes employed by Alloy Surfaces in the ongoing manufacture of SMCDs, the orders will be issued on an Other Than Full and Open Competition basis per FAR 6.302-1 as delineated in Class J&A No. 96-006. The base period for the BOA is expected to be for three years with two one-year option periods. Periodic review and synopsis of the BOA will be performed by this activity. Individual orders will specify required tasks and all applicable delivery terms and conditions. Note 22 applies. BOA will be issued on or about 05 Feb 96. All responsible sources may inquire into the specific terms and conditions to be included in the BOA; such inquiries will be considered by this agency. (0018)
