15 -- TACTICAL UAV ACTD POC Contact, LCDR Gary Broadwell, Phone (703)604-0903 The draft RFP for the Tactical UAV ACTD was electronically released on 18 Jan 96 on the project office Electronic Bulletin Board and via the Internet. No copies of the draft RFP or the forthcoming formal RFP will be mailed. All potential offerors should establish procedures for retrieving the RFPs via the Electronic Bulletin Board, or more preferably, the Internet (since the data transfer rate is faster and the process is more efficient). Files can be downloaded from the Electronic Bulletin Board as follows: Offeror will dial in and download the RFP from the Electronic Bulletin Board using PCANYWHERE 5.0. The dial-in modem numbers are (205)895-4152/3/1 and are running 14.4 KBS baud rate. There are login screens and a required login ID. Detailed instructions for access and download of the draft RFP are located at the icon ''UAV2 Login Instructions Readme''. Files can be downloaded from the Internet as follows: Using an Internet access software (e.g. netscape, etc.) go to the JTUAV Internet home page, address: ''http://www.redstone.army.mil/jtuav''. The home page will say, ''JT-UAV Welcome to the Hunt''. Click on the link ''Go Directly to the RFP Page''. Then click on the link ''Download files''. Download files'' will list the 22 files that comprise the draft RFP (these files are all Microsoft WORD 6.0 or EXCEL 5.0 format). Download and print the file ''READ1ST.HTM'' first. This file lists the files which comprise the draft RFP, a description of each, and the page numbers to allow the offeror to completely assemble the download files into the draft RFP. The Bidder's Conference will also be held electronically to more rapidly and efficiently disseminate questions and responses. The procedure for submitting questions on the Internet is as follows: On the JT-UAV home page, click on the link ''Email Us'' which will prompt you for your name, E-mail address, and your question. The Government will respond by placing all questions and answers in the files ''QA.HTM'' and ''QA.DOC'' which can be accessed through the link ''Download files''. These files will be updated periodically with all offeror questions/comments and the Government responses. Questions/comments are welcome and all questions submitted within 10 days of release of the draft RFP will be responded to prior to release of the formal RFP. The procedure for submitting questions on the Electronic Bulletin Board is similar whereby walk-thru menus will allow offerors to submit questions and all questions and answers will be placed in a QA file for review by all offerors.
