The government intends to issue a solicitation in the 2QFY97 for a five year Firm-Fixed-Price production contract, for the delivery of a total approximately 5,000 units of Combat Vehicle Driver's Vision Enhancer (CV DVE), AN/VAS-5 system at a rate of delivery approximately 1,000 units per year. A draft of the solicitation is expected to be placed on the CECOM Electronic Bulletin Board in 1QFY97. Proposals will be evaluated on a Best Value basis. Since this will be a production contract, the solicitation is expected to require multiple (2-4) sample hardware units, ready for installation in an M2 Bradley, that will be evaluated in the laboratory and in the field. Testing will include system technical performance, human factors characteristics, and drivability. Failure of the Sample Hardware to pass a designated set of tests will result in rejection of the proposal. The production systems are intended for use on the Operation Desert Storm upgrade to the Bradley Fighting Vehicle System (M2A2), the M58 Smoke Vehicle, the M8 Armored Gun System, the Heavy Assault Bridge, the M1A1 Abrams main battle tank, and the LAV25 Light Armored Vehicle. The successful offeror will be required to fabricate mounting and stowage brackets for the AN/VAS-5 for each of the above vehicles. The current specification for the DVE is MIL-PRF-49256 dated 8 May 95 which can be found on the EBB. The most recent contract (DAAB07-95-C-J761) was a Limited Procurement for 184 CV DVE systems for a unit price of $14,900.00 and 184 Bradley for a unit price of $900.00 with options (Bradley ODS, AGS, and Smoke Vehicle) for an additional 234 CV DVE systems.
