Procurement will be conducted in accordance with AF FAR Supplement Appendix BB, Source Selection Procedure for Other than Major Acquisitions. Award of a requirements contract for the period 1 Oct 96 through 30 Sep 97 is contemplated. Four 1-year options to extend the contract term and an option to extend services for 6 months will be included. The magnitude of the annual estimates for required services is more than $10 M. Services will consist of, but are not limited to the following: overall planning for national and local advertising programs; development of plans and procedures for individual ad campaigns; purchasing media space and broadcast time; creating and producing ad materials for newspapers and periodicals; creating scripts for and producing, in final form, radio and television spots; placing advertising in newspapers, periodicals, radio, and other media; creating, producing, and placing advertising within new media (such as the internet/worldwide web); and conducting direct mail campaigns. The standard industrial classification (SIC) code is 7311, advertising services. The small business size standard is $3.5 M in annual receipts. Competition on this acquisition is unrestricted and open to all responsible sources. Estimated issue date is 7 Feb 96. A pre-proposal conference will be scheduled at a later date.
