Force Modernization Planning Process, the ISR TPIPT will host a Concept
Development Seminar on 01 February 1996 for the purpose of introducing
interested industry members to the USAF ISR Mission and Functional
area deficiencies, and to invite industry participation in developing
operational concepts to solve those deficiencies. The seminar will be
held at MITRE Building M, Room OM503, from 0900 - 1630 hours. ESC/XRTI
has published a description of the Air Force Modernization Planning
Process and a full list of the ISR deficiencies in the Defense
Technical Information Center (DTIC) library. The DTIC number will be
provided at the seminar. This document is classified SECRET/NOFORN and
will require certification of need to know and company facility
clearance to receive a copy. ESC will make a DOS formatted disk copy
(MS Word for Windows v6.0) of this document available, by
pre-arrangement, at the seminar to participants with valid courier
letters. ESC/XRTI intends to offer to enter into Cooperative Research
and Development Agreements (CRDA) with any companies desiring to do so
for the purpose of pursuing the development of promising or high
payoff ISR concepts. CRDAs are described and discussed in the above
referenced DTIC document. The Seminar will include presentations on the
Intelligence deficiencies, the Surveillance and Reconnaissance
deficiencies, the Air Force Modernization Planning Process, the
requested Solution Concept scope, format, and submission requirements,
and the CRDA process. The Seminar will be conducted at the
SECRET/NOFORN classification level. Those desiring to attend should
notify Capt Lopez or Ms Hauser who will provide instructions for
passing security clearances. The target audience is the Business
Development and/or Research and Development Director level.
Reservations for the event should be made with Capt Lopez or Ms Hauser.
Please indicate, when making your reservation, whether you will require
a copy of the ISR deficiency document in softcopy. Also, please ensure
that individual and facility security clearance documentation is
forwarded in sufficient time to be received by ESC/XRTI not later than
29 January 1996. The fax number is 617-271-4447. Attendance at the
Seminar is not a prerequisite for submission of deficiency solution
concepts or for participation in a CRDA. The DTIC document provides all
information necessary to enable a respondent to develop and submit
suitable concepts. Attendance at the Seminar, however, will provide a
valuable opportunity for questions and answers. The Government does not
intend to award a contract on the basis of this solicitation.
