prepared in accordance with FAR Subpart 12.6 as a supplement with additional information included in this notice -- Delivery to MSFC (FOB Destination) is required within 90 days ARO -- This notice serves as the only solicitation; quotes are being requested and a written solicitation will not be issued -- This notice is being issued as a Request for Quotes (RFQ) for a Wire Disc Saw consisting of the following items: Item 1: Model 15 diamond wire and disc saw, quantity 1 each, Logitech Model #1M0D2 or equal, meeting the following specifications: Variable speed 0-2000 RPM, 12 volt vane coolant pump, on off, and reset control, 105MM travel cross slide, 220 volt -- Item 2: Linear Drive Unit, 100MM travel variable cut time 20 seconds to 20 minutes hydraulic controlled gives feed direction, rate of feed, and load on part, Logitech Model #ILD22 or equal, quantity 1 each -- Item 3: Rotary table graduated in 2 degree increments, Logitech Model #1ACCS-5300 or equal, quantity 1 each -- Item 4: Cross slide dial gauge for precise indexing, Logitech Model #1ACCS6110 or equal, quantity 1 each -- Item 5: Goiniometer 3 concentric movements about a circle: 360, 30-0-50, 40-0-40 degrees, graduated at 2 degree increments, easy disassembly for cleaning, Logitech Model #1ACCS1400 or equal, quantity 1 each -- Item 6: Rotary indexing facility to permit dicing cuts at known angles to each other, Logitech Model #1ACCS1500 or equal, quantity 1 each -- Item 7: Tilt table for quick angular orientation, Logitech Model #1ACCS1600 or equal, quantity 1 each -- Item 8: Substrate holding fixture each -- Item 13: Diamond wire saw blade for minimum substrate damage to work piece, .3MM diameter, Logitech Model #OCON-219 or equal, quantity 2 each -- This procurement is being conducted under the Simplified Acquisition Threshold (SAT) portion of the Federal Acquisition Streamlining Act (FASA) -- The provisions and clauses in the RFQ are those in effect through FAC 90-34 -- If other than the brand name identified is quoted, then the quoter shall indicate the manufacturer, brand, and model/part number quoted and provide a description in sufficient detail to show that the product quoted meets the brand name identified-- The quoter shall provide a description (including manufacturer, brand, and model no.) in sufficient detail to show that the product quoted meets the specifications included in this notice -- If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled ''Buy American Act -- Supplies,'' the quoter shall so state and shall list the country of origin -- The quoter shall state in their quote their size status for this procurement as well as whether they are minority or woman-owned -- The SIC code and the size standard for this procurement are 3541 and 500 employees respectively -- The quoter shall identify place of performance in their quote-- Questions regarding this acquisition must be submitted in writing no later than January 26, 1996 -- Companies shall notify this office of their intent to submit a quote -- Transmission by facsimile to 205-544-9081 or by Internet e-mail to kathy.huskey@msfc.nasa.gov is acceptable -- Quotations (including FAR 52.212-3, Representations and Certifications which may be obtained via the internet at ''http://procure.msfc.nasa.gov/proc_ref.html'' or at ''ftp://procure.msfc.nasa.gov/reps_certs/sats/'') are due 20 days after publication of this notice in the Commerce Business Daily (CBD) to the address specified above to the attention of Kathy Huskey/GP24J -- Selection and award will be made on an aggregate basis to the lowest priced, technically acceptable quoter -- Technical acceptability will be determined by information submitted by the quoter providing a description in sufficient detail to show that the product quoted meets the Government's requirement -- The period of time expected for the Contracting Officer to solicit/evaluate vendor quotes and issue the purchase order will be approximately 45 days from publication of this notice in the CBD -- An ombudsman has been appointed to hear concerns from offerors, potential offerors, and contractors during the preaward and postaward phases of this acquisition -- The purpose of the ombudsman is not to diminish the authority of the contracting officer or the selection official, but to communicate concerns, issues, disagreements, and recommendations of interested parties to the appropriate Government personnel and to work to resolve them -- When requested, the ombudsman will maintain strict confidentiality as to the source of the concern -- The ombudsman does not participate in the evaluation of quotes, the source selection process, or the adjudication of formal contract disputes -- Interested parties are invited to call the installation ombudsman, W.H. Hallisey at 205-544-0092 --Concerns, issues, disagreements, and recommendations which cannot be resolved at the installation may be referred to the NASA ombudsman, Thomas S.
