A -- BROAD AGENCY ANNOUNCEMENT Sol DACA89-96-B-0002. POC Wendy A. Adams, 603-646-4323/ Contracting Officer. This Broad Agency Announcement (BAA) supersedes the January 1995 issue and shall remain in effect until superseded. The BAA describes research and development areas of opportunity at the U.S. Army Cold Regions Research and Engineering Laboratory (CRREL). It is general in nature and identifies scientific and technical areas of interest for research/exploratory development. Areas of interest include the nature and impact of cold on military and civil works activities and the development of methods to minimize these adverse effects. CRREL conducts research: (1) to characterize the constraints placed on Army material and operation in a realistic winter battlefield environment, develops techniques and equipment to mitigate those effects, and provides engineering and consultation services, (2) to characterize the nature and impact of cold effects on the construction, operation, and maintenance of Army and civil works facilities and activities, (3) to mitigate the impact of human activity on the environment in cold regions, and (4) to understand the fundamental nature and characteristics of snow, ice, frozen ground, and other materials in cold environments including their interrelationships with other environmental parameters. Potential sources are encouraged to request copies of the BAA. If a potential source has a novel research/exploratory developmental approach, a BAA pre-proposal should be prepared. The proposal should address (1) the major research/exploratory thrust, (2) the technical approach, and (3) the technical goals and military relevancy. The BAA is intended to cover in a general nature most research areas of interest to CRREL.
