other services for a one-year open-end indefinite delivery contract
with an option to extend the term of the contract one year.
Architect-Engineer (A-E) Services are required to provide complete
detailed designs for maintenance, repair, alterations and new
construction projects. These projects will require multidisciplined
engineering services for commercial/industrial and residential type
facilities, utilities, and pavements located on Charleston AFB (located
in North Charleston, SC) and North Auxiliary Airfield (NAAF) (located
near North, SC). Studies, investigations, surveys, economic analysis,
shop drawing approval, etc., in support of the designs and construction
shall be performed by the A-E. Each indefinite-delivery contract will
have a maximum limit of $750,000 per year. The A-E will be guaranteed
a minimum of $37,500 in fees. Individual delivery orders shall not
exceed $299,000. The estimated starting date is September 1996.
Estimated construction cost range for these projects is between $5,000
and $3,000,000. It is anticipated that the majority of projects will
range from $100,000 to $1,500,000 in construction costs. Participation
of minority-owned business is encouraged. A-E firms which meet the
requirement described in this announcement and desiring consideration
shall submit appropriate data as described in numbered Note 24 no later
than 7 days after the expiration of the advertisement. Selection
criteria of Note 24 shall be evaluated in the following order of
preference: (I) specialized experience and technical competence; (2)
professional capabilities; (3) past performance on contracts with
respect to cost control, quality of work, and compliance with
performance schedules; (4) geographic location and knowledge of the
locality of the project, provided that application of the criterion
leaves an appropriate number of qualified firms, given the nature and
size of the project; (5) capacity to accomplish the work in the
required time; (6) volume of previously awarded DOD contracts. Firms
responding to this advertisement with Forms 254 and 255 will be given
first consideration over existing Air Force archive records. Three A/E
contracts will be awarded from this advertisement. Two of the firms
will be firms whose principle concentration is Architectural in nature,
with other disciplines in house or consultants. The third firm chosen
will also be multidisciplined, but have its principle type of business
as civil engineering (with experience in storm water control) with
other disciplines in house or consultants. This is not a request for
