RFP-96-0004/MKM DUE 063096 POC Kathy Markman, Contract Specialist,

Health Care Financing Administration (HCFA) intends to contract with
Advantis, Tampa, FL on a sole source basis for continued nationwide
data communications support services via its value-added network (VAN)
for the Common Working File (CWF) which supports the processing and
reimbursement of claims under the Medicare program. These services are
currently being provided to HCFA by this vendor under contract
NO1-LM-9-3504 with the National Library of Medicine. This contract
expires on 12/31/96. This notice of intent is NOT a request for
competitive proposals. Requirements include dedicated and switched data
circuits connected to a SNA/SNI network which provides intelligent
routing end-to-end. The required service line speeds included are:
9.6Kbps, 14.4Kbps, 19.2Kbps, 56Kbps, FT1 and T1 in both primary and
back-up modes of operation. Requires simultaneous transmissions of
batch and interactive traffic to other destinations (any-to-any). The
VAN provides HCFA with network and network management services to
include transport, network engineering down to the applications level,
customer premise equipment, consolidated network management, security
services and unified billing. Period of performance will be for
one-year commencing on 1/1/97 and includes four (4) twelve-month option
periods. The options contain phased migration services to the Medicare
Transaction System (MTS) which will begin operations on or about
9/30/97. HCFA intends a phased transition of services under this
anticipated contract to GSAs Post-FTS2000 contract(s). Entities that
wish to demonstrate their capability to provide the services stated
above should submit their qualifications in sufficient detail for the
Government to make a determination regarding their assertion.
