a requirement for an ornithological study of Florida Scrub Jays and
Red-Cockaded Woodpeckers which have been listed by the U.S. Fish and
Wildlife Service as threatened and endangered, respectively. Contractor
shall provide all personnel, equipment, tools, materials,
transportation, technical literature, manuals, and supervision
necessary in conducting this study in accordance with the standards
established by the U.S. Fish and Wildlife Service in published recovery
plans for these species. As a product of this study, the contractor
shall provide four interim reports and one final report that describe
the demographics and habitat of the Florida Scrub Jays and Red-Cockaded
Woodpeckers at Avon Park Air Force Range, FL. In addition, these
reports shall provide specific recommendations in developing long term
management and recovery programs for these birds. Standards Industrial
Classification is 8999; small business size standard is $5.0M average
annual receipts over the past three years. Above that average qualifies
as a large business; below that average qualifies as a small business.
Contract will contain a base year and two option years. Solicitation
will be issued O/A 5 Feb 96, closing date will be O/A 7 Mar 96.

(813) 828-3389. The Government intends to negotiate a sole source
contract with Archbold Biological Station for this requirement in
continuation of an ongoing study which is substantially complete.
Interested sources that believe that they can fulfill this requirement
should provide supporting data or proposals that demonstrate their
ability to fulfill this requirement. The Government will perform a
technical assessment of the information submitted. The results of the
technical assessment, in addition to such factors as acquisition
history, availability of reprocurement data, and other pertinent
information will be considered in determining whether to conduct a
