326-4078 (Site Code DACW57). Contractor shall provide independent
quality assurance oversight of the manufacture of large, hydro-electric
turbine blades which will be fabricated by Voith Hydro, Inc., at its
Voith-S.A. plant in Sao Paulo, Brazil, for a period of 6 years
beginning March 1, 1996. The blades are components of 76,000 HP 5-blade
Kaplan Turbine Runner Assemblies of which ten are being fabricated for
the Bonneville Lock & Dam, Cascade Locks, Oregon. Required work for
first unit of 5 blades includes: verification of the chemical
composition of each mix (heat), observation of the first pour, witness
first unit testing, conduct same tests through an independent
laboratory to compare results, witness calibration of Mora 3-D
coordinate measurement device and verify through independent
measurement, inspect surface finish of each blade, secure sample
cross-sectional measurements for each blade, review manufacturer's
daily quality control reports, prepare and submit weekly QA reports,
and related services. Optional work for units 2 through 10 will include
chemical composition verification of each mix (heat), random sample
testing of blade castings, surface finish inspection, sample
cross-section measurement, review of manufacturer's daily quality
control reports, preparation of weekly QA reports. In order to qualify,
the contractor must be located near Sao Paulo, Brazil, inspectors must
have 5 years related experience, must be fluent in English and
Portuguese, possess ASNT-TC-1A Level 2 NDT qualification, be familiar
with Mora 3-D coordinate measurement machines with the Intergraph
computer program. Source selection procedures will apply based on
qualifications, past performance and cost. A Request for Proposal will
be available on or about January 18, 1996. Proposals will be due on or
about February 16, 1996 at no charge. This procurement is open to both
small and large businesses. The size standard for small businesses is
a concern, including affiliates, with average annual gross receipts
for the past three years of $2,500,000 or less. All responsible sources
are invited to submit a proposal which will be considered by the
