In accordance with FAR 6.302-1 and applicable federal, state and local laws and regulations pertaining to the provision of local Parkersburg, WV tariffed and related telephone services, Public Debt intends to negotiate with Bell Atlantic, 13100 Columbia Pike, Silver Spring, MD 20904 on a sole source basis for the following communications links provided by Bell Atlantic in accordance with a tariff on file with the West Virginia Public Service Commission: Upgrade of currently installed T1 communications links to T3 communications links increasing the bandwidth from 1.544 mbs to 45 mbs. This upgrade is required in order to provide faster more efficient data transmission rates between the Bureau of the Public Debt's main location (200 Third St.) and the Park Center satellite, and Public Debt's main location and the Hintgen Building satellite: all located within the Parkersburg, West Virginia city limits.
