474-6325 The Department of Navy solicits the design and construction of
516 family housing units. A total of 516 existing units will be
demolished and replaced with 516 new units. Procurement consolidates
PHASE III, FY96 PROJECT H366 FOR 252 UNITS AS BASE ITEM 1 AND PHASE IV,
FY97 PROJECT H365 FOR 264 UNITS AS OPTION 0001. The scope includes
design, construction and inspection of all structures, utilities,
roads, walks, landscaping and all other required improvements, both on
and off site. Hazardous material such as asbestos, lead containing
paint, and chlordane in soil will be encountered in the removal and
disposal work. BASE ITEM 1, PHASE III, INCLUDES A HOUSING OFFICE AND
OPTION 0001, PHASE IV, INCLUDES A COMMUNITY CENTER. THE OPTION 0001
WILL BE EVALUATED FOR SELECTION WITH THE BASE ITEM AND AWARD EXERCISED
WITHIN 180 CALENDAR DAYS AFTER AWARD OF BASE ITEM. The contract period
of performance is 720 days for BASE ITEM 1 AND 360 DAYS FOR OPTION
0001. The following evaluation factors will be used in the selection of
the firm: (1) Price; (2) Technical; composed of Building Design, Site
Design and Engineering, Building Engineering, Material Quality and
Maintenance, Proposer's Qualifications and ability to perform, and
Subcontracting Program/Plan. Large business concerns are required to
submit a Small Business and Small Disadvantaged Business Subcontracting
Plan. Award will be made to the offeror proposing the best value to the
Government from a technical and price standpoint FOR BASE ITEM 1 AND
OPTION 0001. This is a firm-fixed price type contract. The budget
ceilings for the projects are $43.2M (Base Item 1 and $49M (Option
0001). The proposed contract is unrestricted; therefore, replies to
this notice are requested from all business concerns as well as from SB
and SDB concerns. The Standard Industrial Code is 1522 and the annual
size standard is $17.0M. This is not a public bid opening. The Request
for Proposal (RFP) and technical plans and specifications will be
available on or about 6 February 1996 and will be provided until supply
