Services for REPAIR AND ALTERATION TO 525 GRIFFIN STREET, SMITH FEDERAL
BUILDING, DALLAS, TX. SOL GS-07P-96-JUC-0011. POC Contact, Vicki

limited to providing all labor and materials required to perform the
following work in a fully occupied building: a) HVAC Upgrade -
Installation of two (2) new chillers, new cooling tower, new air
handling units, an Energy Management System, new 2-way chilled water
valves, constant flow pumps for chilled water and condenser water
systems, new restroom exhaust fans, relief air ducts, new Variable Air
Volume boxes, new perimeter fan powered terminal units, new louvered
type supply air grilles, additional sound attenuators, and two (2)
separate heat pump split system. Repipe chilled water and condenser
water system in central plant; b) Plumbing upgrade - Relocate
identified existing restroom plumbing fixtures, and install new
electric water coolers; c) Fire Safety upgrade - Install a wet-pipe
automatic sprinkler system throughout the building, install a fire
pump, modify the existing standpipe system, and expand/modify existing
fire alarm system; d) Electrical upgrade - Install four (4) power
panels and K-13 rated dry-type transformers (OPTION), install occupancy
lighting control sensors (OPTION), and electrical work associated with
new mechanical system; e) Exterior upgrade - Install complete lawn
sprinkler system (OPTION), replace identified vision glass and spandrel
panels (OPTION), and wet seal exterior curtain wall and existing joints
(OPTION); f) Interior upgrade - Install new ceilings, install new vinyl
wall covering, install polished and unpolished title on identified
walls, install new lights, and paint walls and trim as required. All
work to be phased and all work shall be performed after normal business
hours and on weekends. Estimated cost range $1,000,000 to $5,000,000.
Project No. ITX96002, Solicitation No. GS-07P-96-JUC-0011. This is a
negotiated full and open competitive procurement and will require
submission of technical proposals in accordance with the solicitation,
Proposal due date on or about 03/13/96. A preproposal conference will
be held on or about 02/28/96 in Dallas, TX. For copies of the

negotiated procurement that will result in award of a firm- fixed price
contract. Past performance will be used as an evaluation factor in the
award of the contract. Award of this contract is contingent upon
receipt of construction funds and successful negtotiat- ion of a
reasonable fee. This is not a Request for price proposal. All
construction firms will not be reimbursed for expenses or efforts. The
''greatest value concept'' will be used for selecting the contractor.
The goal of this method of evaluating technical factors and price is
to select the proposal that offers the greatest value to the
Government, by giving the most for the money, not necessarily the
