17 -- PROCURE PROVISIONING TECHNICAL DOCUMENTATION (PTD) FOR USE IN THE PROVISIONING PROCESS FOR THE SH-60B PSE HARDWARE SOL N68335-96-R-0081 DUE 031296 POC K.R. Kiley Code 213K, (908) 323-5197. Buyer/Contracting Officer is J. Fackental. This acquisition is for data services and Provisioning Technical Documentation (PTD) for use in the provisioning process for the SH-60B PSE hardware. A provisioning parts list is required for the following Government-owned equipment: P/N 70652-1, Blade Fold Device Distributor, P/N 70700-77601-041, Fuel Qty Test Harness Assy, P/N 70765-1, Blade Fold Module TS, P/N 70700-77685-041, Ice Rate Test Harness, P/N 70651-1, De-Ice Control TS. Sikorsky Aircraft Division is the sole designer and manufacturer of the peculiar support equipment (PSE) hardware identified above. The acquisition is for data and/or documentation for which the Government does not own specifications or drawings to permit full and open competition. The Government intends to procure this data under the authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1. Sikorsky Aircraft Division, as the designer, developer, and sole manufacturer of the items, is the only known source with the knowledge and experience necessary for the logistic support required. Firms that recognize and produce the required items are encouraged to identify themselves. All responsible sources may submit a proposal which may be considered by the Government in determining whether to conduct a competitive procurement.
