19. BACKGROUND: The Submarine HDR System (herein referred as HDR
System) will provide high capacity communications in the EHF and SHF
spectrums required to support emerging information transfer
requirements of the highly mobile, covert submarine platforms
supporting Joint, Naval and Allied Forces engaged in regional
conflicts. The HDR system will upgrade the current EHF capability and
provide new military SHF and eventually provide commercial SHF
capabilities for enhanced surveillance, imagery, and data transfer
potential. The HDR system is comprised of three elements: the inboard
equipment group, the mast group, and the mast mechanical group (MMG).
The acquisition approach for the HDR system will be to maximize
competition and capitalize on existing commercial off-the-shelf (COTS)
equipment and non-development items (NDI) to reduce overall program
cost and schedule for the HDR System inboard equipment and mast groups.
The HDR system inboard and mast groups will be procured by
SPAWARSYSCOMHQ as a system and are the principal focus of this
document. The MMG will be specified, designed and developed and
integrated by the Government technical design agent (TDA) with the
inboard equipment and mast groups. DOCUMENTATION: The HDR Performance
Specification (SPAWAR -S-868) and its classified Appendix A together
with Navy EHF Satellite Communications ELEX-S488C and its classified
Appendix A are available at SPAWAR. Other required reference documents
are located at the Naval Undersea Warfare Center library, New London,

secret documents from SPAWAR please submit a written request stating
which documents are desired to the negotiator and submit a facility
clearance to the SPAWAR security office if possible by 29 January 1996.
The clearance must include full company addresses, phone numbers,
technical point of contact, security office point of contact, and fax
numbers. No couriers of classified documentation will be permitted.
Upon approval of the SPAWAR security office the documents will be sent
express mail. It is anticipated that doucments, if requested, will be
sent shortly after release of the RFP. The Spawar Security office

a SECRET facility clearance at time of award. US companies only
(NOFORN). The Standard Industrial Classification (SIC) is 3663. This
RFP will be transmitted through the SPAWAR Bulletin Board System (BBS).
The RFP will only be available by calling the SPAWAR BBS, (703)
602-9494, and downloading the RFP. The Bulletin Board operates at
14,400 BAUD with a setting of 8:N:1. The draft RFP will be in
WordPerfect 6.0 or MS Word 6.0 format. The file will be compressed by
a shareware program, PKZIP 204G.EXE. The RFP file name will be
96R0055.ZIP. To download this RFP, the prospective offeror will need at
a minimum, PC or MAC with modem emulation software that supports VT100
or ANSI standing, a modem that operates between 300 bps - 14.4K bps
and a minimum of 1.5 MEG free disk space. SPAWAR anticipates release of
the RFP late January 1996. Prospective offerors are required to supply
the name and address of their company, the Point of Contact's name and
phone number on the on- line questionnaire in order to be placed on the
RFP's Bidders List. All others are also requested to optionally provide
answers to a questionnaire on electronic contracting. Telephone
inquiries for the RFP will not be honored. Offerors who would like a
copy of the RFP must access the bulletin board. The bulletin board will
be available 24 hours a day, seven days a week. However, as the demand
may be heavy, it may be necessary to call repeatedly or on off hours.
