McFarlane, Contracting Officer, 301-496-0349. The National Institute
of Allergy and Infectious Diseases (NIAID) plans to contract with
Dataworks Development, Incorporated (Dataworks) to provide access to
and support for their Retrovirus Laboratory Management Program (RLMP
version 6.0) for virology research laboratories participating in
research studies sponsored by the NIAID. The RLMP is Dataworks'
proprietary software and as such only Dataworks can provide the
necessary support. Therefore, the Government intends to solicit and
negotiate with this sole source under authority of 41 USC 253(c)(1) and
FAR 6.302-1 to acquire these services. The resultant contract is
expected to last for 12 months. The RLMP is a laboratory-based computer
program that partly automates the logging and tracking of human
specimens for AIDS clinical research projects, the electronic
acquisition of virologic assay results, the preparation of data files,
and the electronic transfer of data to a central database. The RLMP is
currently in use for the aforementioned purposes. Continued access to
and support for this software and cooperation by Dataworks in an
orderly transfer of functions to an alternative system are required to
avoid a disruption of the Institute's research programs. See numbered
