Johnson, HAM40-F, (202) 366-0337. The FHWA plans to negotiate a task
order contract with the University of Michigan Transportation Research
Institute (UMTRI) to provide for the performance of essential system
level activities, engineering, scientific and analytical support for
the FHWA's activities in the area of commercial motor vehicle safety
and the needed support for the human factors and analysis programs.
This support is necessary for the FHWA to accurately and reliably
assess the performance outcomes of its commercial motor vehicle safety
programs and to develop new programs targeted to specific commercial
motor vehicle and driver issues. Tasks to be performed include: 1)
conception and development of approaches for enhancing the efficiency
of collection, review and analysis of motor carrier regulatory
compliance and accident data, 2) analyses of crash data collected and
submitted by State and local law enforcement agencies, 3) assistance to
the Office of Motor Carriers in designing a study to determine the
feasibility and benefit of specialized licensing programs for
commercial motor vehicle drivers, 4) investigation of the potential
roles of health and wellness activities in promoting improved safety
for commercial motor vehicle drivers, 5) analysis of specific segments
of the truck and bus industries, and, 6) analytical support for the
activities of the FHWA advisory committees addressing crash-reduction
