(703) 695-2564 NATO: Assessing the Prospect for Enlargement Research
Study -- This is a planned, noncompetitive award to the Atlantic
Council of the United States, Suite 1000, 910 17th Street, N.W.
Washington, DC 20006. ACUS will conduct multidisciplinary research in
preparing a series of research/assessment studies that focus on a
cross-section of Partnership for Peace (PFP) nations membership in
NATO. These research projects will focus on the following: (1) An
assessment on the current state of civil- military relations within PFP
countries seeking NATO membership and the steps necessary to achieve
democratic civilian control of military forces and civilian oversight
of security issues; (2) Exploration of civil- military activities that
can give depth to the PFP program beyond the current level of military
to military contacts; (3) Development of concepts for a contingency
mechanism which will give PFP nations tangible benefits of NATO
membership if full membership is not possible; (4) Investigating
concepts to harmonize NATO's collective security relationship with the
security interests of PFP nations. An 18-month period of performance
is planned. No RFP is available. However, interested parties may submit
their capability statements for satisfying this requirement. See Note
