C -- DESIGN OF PALAU COMPACT ROAD SOL DACW83-96-R-0012 DUE 022396 POC Mr. Wendell Awada, Technical Manager, (808)438-9011. Architect-Engineer Services for the Design of Palau Compact Road, Republic of Palau (ROP). (a) CONTRACT INFORMATION: A-E services, including the preparation of plans, specifications, design analysis, and cost estimates, for the solicitation of bids or proposals and construction phase services for the construction of the Palau Compact Road. Drawings must be accomplished by computer-aided design. The design shall be completed in metric units. The A-E shall also be responsible for obtaining detailed surveys, soil borings, and geotechnical/pavement design. MULTIPLE SELECTIONS RESULTING IN AWARD OF SEPARATE CONTRACTS WILL BE MADE FROM THIS ONE ANNOUNCEMENT. Award of the last contract is estimated not later than one year after the date of selection approval. Each contract will be for a basic concept design, with final design as Government Option 1 and Construction Phase Services as Government Option 2. The estimated design performance period is 360 calendar days from award of the contract. None of the projects are yet authorized and funds are not presently available. Awards will not be made simultaneously. If a large business is selected for this contract, it must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan on that part of the work it intends to subcontract. The subcontracting goals for this contract are that a minimum of 50% of the contractor's intended subcontract amount be placed with small business (SB), which includes small disadvantaged businesses (SDB), and 30% be placed with SDB. The subcontracting plan is not required with this submittal but the successful large business firm must submit an acceptable plan before any award can be made. The selected firm will be required to obtain Defense Base Act insurance (workman's compensation insurance) for work performed outside the United States. (b) PROJECT INFORMATION: This project is for the design to construct a fifty-three (53) mile road system on Babeldoap Island, ROP. The roadway will be a two-lane paved road with shoulders, related drainage and bridge structures. The estimated fee for each design contract is between $1,000,000 and $5,000,000. The estimated total cost of construction is between $10,000,000 and $25,000,000. A firm fixed price contract will be negotiated. (c) SELECTION CRITERIA: See Note 24 for general selection process. Selection will be based on the following criteria in descending order of importance: (1) professional qualifications of the firm's staff/consultants to be assigned to the project, (2) specialized experience of the firm in civil and highway design in accordance with DOD criteria and in CADD design, (3) capacity of the firm to accomplish work in the required time (ability to meet schedules, coordinate many various teams of sub-consultants), (4) geographical knowledge of the locality of the project in terms of geographic features, construction characteristics, etc., and (5) the firm's past performance on DOD and private sector contracts (cost control, quality of work, compliance with schedule) and performance and experience in construction management (supervision & inspection) for civil/highway design projects. As secondary selection factors, in descending order of importance: (1) location of the firm in the general geographic area of Palau and the Pacific Rim, and (2) extent of participation of SB, SDB, historically black colleges and universities, and minority institutions in the proposed contract team, measured as a percentage of the estimated effort. (d) SUBMISSION REQUIREMENTS: Firms desiring consideration must submit a Standard Form 255 (Nov. 1992 edition only) no later than 4:00 P.M. Hawaiian Standard Time by the due date shown above or within thirty (30) calendar days from the CBD announcement date, whichever is later. Should the due date fall on a weekend or holiday, the submittal package will be due the first workday thereafter. A Standard Form 254, if not already on file with the Pacific Ocean Division, is also required for the prime and any subconsultants. These documents shall be mailed to the address shown above. Small and disadvantaged firms are encouraged to participate as prime contractors or as members of joint ventures with other small businesses. All interested contractors are reminded that the successful contractor will be expected to place subcontractors to the maximum practicable extent with small and disadvantaged firms in accordance with the provisions of Public Law 95-507.
