845-5809, Contracting Officer. The U.S. Department of Energy (DOE),
Albuquerque Operations Office(AL), intends to award a support service
contract to provide technical support to the Nuclear Explosive Safety
Division (NESD). The contractor will assist the DOE's oversight of
nuclear explosive safety responsibilities. The proposed level of effort
contract will be of a basic period of three years with two one-year
options. All options will be negotiated at the time the basic contract
is negotiated. Technical support encompasses assisting NESD staff
prepare for DOE and DOD studies by researching NES issues and
recommending courses of action, researching weapon design historical
information with emphasis on nuclear explosive safety design features
and their evaluation, preparing background material for NESD
management, assisting NESD staff in the preparation of NES study
reports, assisting NESD staff prepare NES procedures, standards, and
guides, assisting NESD staff prepare for NES appraisals, and evaluating
required and recurrent NES training for new DOE employees and current
NESD staff. DOE Orders and AL Supplemental Directives 5610.10 and
5610.11 require Nuclear Explosive Safety Study (NESS) groups to
evaluate all operations on or involving nuclear explosives while in DOE
custody. DOE Order and AL Supplemental Directive 5610.13 and the DOD
Directive (DODD) 3150.2 require Nuclear Weapons Systems Safety (NWSS)
groups to evaluate all operations on nuclear weapon systems in DOD
possession. These evaluations assure that there are positive measures
(1) to prevent nuclear explosives/weapons involved in accidents from
generating a nuclear yield, (2) to prevent the deliberate unauthorized
prearming, arming, launching, firing, releasing or detonating of a
nuclear explosive, (3) to prevent the accidental or inadvertent
prearming, arming, launching, firing, releasing or detonating of a
nuclear explosive, and, (4) to assure adequate security to prevent
unauthorized access to a nuclear explosive/weapon. Also, DOE Order
5610.11 requires that nuclear explosives, while in the custody of DOE,
must be evaluated to assure positive measures are in place to prevent
dispersal of plutonium. The responsibility for implementing the AL NES
program has been assigned to NESD. NESD schedules, coordinates, and
chairs NESS group meetings on nuclear explosive operations under the
cognizance of AL and represent AL at NESS groups evaluating nuclear
explosive operations conducted by Nevada Operations. Because of the
accelerated schedule for nuclear explosive dismantlement mandated by
National policy which is currently fully loading Departmental nuclear
explosive safety manpower, NESD will not be able to support the number
of NES reviews and provide the required documented NES recommendations
without the assistance of a trained and qualified technical support
contractor. Absence of this support may impact mandated nuclear
explosives disposition schedules. NESD proposes to use the technical
support contractor to assist AL NESS group members prepare for NESS
group meetings and minimize the time required to prepare the subsequent
reports and supporting documentation. All responsible sources should
submit their qualification documentation not later than 30 days from
publication. This award will be 100% set aside for small business. The
SIC number is 8741 and the size standard is $3.5 million. Only written
