Blair, Contracting Officer, (405) 734-9399. The 38 LS/LGCVO Contracting
Flight, has a requirement for nonpersonal services for operation,
maintenance and recurring support services of the base telephone system
at Dyess AFB TX. The proposed contract is for one year with four option
years. The system consists of an AT&T Definity G2.2 Switching System
with Version G2.2 Release software, Definity G3i Switching System with
G3i VAS, G3i DCS, and G3i ARS software, Audix Voice Messaging System
with Version 7 software, main distribution frame, inside cable plant,
ancillary equipment, and customer premise equipment. The BTS is
equipped with approximately 7,000 lines and 170 trunks and is
expandable to 10,000 lines. There are both commercial and Defense
Switched Network (DSN) trunks, access to FTS2000, hot lines, data
circuits, radio circuits,key systems, and crash nets. This acquisition
is being conducted under a specific agency delegation of GSA's
exclusive procurement authority for FIP resources. The specific GSA DPA
case number is KAA-95-AD011. Competition is open to domestic sources
only. All responsible sources may submit a bid, which shall be
considered. Sources responding to this synopsis must indicate, in
writing, whether they are large or small, disadvantaged or a
women-owned business. For this acquisition, a concern will be
considered small under SIC 7378 with size standard of $18,000,000.00.
An Ombudsman has been appointed to hear concerns from offerors or
potential offerors during the proposal development phase of this
acquisition. The purpose of the Ombudsman is not to diminish the
authority of the program director or contracting officer, but to
communicate contractor concerns, issues, disagreements, and
recommendations to the appropriate Government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested

problems that have previously been brought to the attention of the
program manager and/or the contracting officer and could not be
