personnel, equipment, tools, materials, supervision, and services
necessary to provide operations and maintenance (O&M) services for high
voltage electrical equipment in support of the in-house Research and
Development (R&D) mission programs for the Wright Laboratory Aero
Propulsion and Power Directorate (APPD). APPD consists of 500 plus
personnel distributed over 24 buildings on a 42 acre site. This effort
would be to ensure uninterrupted availability of vital support
equipment which enables orderly conduct of APPD R&D. LABOR CATEGORIES:
It is estimated that various experience levels of the following labor
categories will be utilized: Electrical Engineer, Electrical
Journeyman, Electrical Helper, Electrical Foreman, Electrical
Apprentice, Documentation Clerk. SERVICES REQUIRED: These O&M services
encompass but are not limited to inspection, repair, adjustment,
calibration, modification, maintenance and operation of electrical
supply and distribution systems and facilities within the APPD, and
specific high/medium voltage electrical equipment supplying the APPD
from a nearby electrical power substation. A. Perform
planned/preventative maintenance (PM) on transformers, breakers,
switchgear (various types), motor control equipment, high voltage
rectifiers, motors (low voltage, medium voltage--across the line
starting, etc), cooling systems and specialized systems, APPD has
approximately 800 pieces of electrical supply and distribution
equipment (containing approximately 10,000 subordinate systems) which
require testing annually on a six year cycle. A test plan and schedule
is provided by the APPD. The testing methods are those specified by
the National Electrical Testing Association (NETA), utilizing their
formatted data recording test sheets. B. Provide electrical engineering
services for the equipment covered by this effort to include system and
fault studies, preparation of schematics, electrical test and check-out
and/or other tasks beyond the layman capability. C. Provide labor to
keep electrical equipment/electrical areas free of all dirt, dust,
debris, oil and other materials that could impair the design operation
of electrical equipment. (Electrical equipment cleanup operator with
electrical background). D. Provide automated data processing equipment
(ADPE) entry services for the Directorate's electrical equipment
history, planned electrical maintenance schedules, electrical equipment
specification/purchases, electrical operating and maintenance
schedules, electrical material, control records and inventory control.
(Documentation Clerk with ADPE experience). PROJECT INFORMATION: The
installed electrical equipment ranges in age from 1921 vintage, six
machine motor generator frequency converters and 1930's switchgear to
state-of-the-art switchgear and rotating equipment. The large rotating
equipment range from 600HP to 45,000HP (6.9KV). Transformers vary in
size from small control transformers to 30 MVA, 69KV/6.9KV.
Approximately 75% of the work effort will be devoted to planned
maintenance. Work orders and projects on this effort will be diverse
and vary across nearly the entire spectrum of electrical design,
supply, distribution and upkeep throughout the 24 buildings comproising
APPD. GOVERNMENT FURNISHED: Current contract is operated out of Bldg
62, Area B. This building is government provided/equipped and includes
a fully-equipped electrical workshop for fabrication and repair, a
meter/relay calibration and repair shop, parts and equipment storage
and contractor administrative office space. Basic utilities and on-base
telephone services are Government furnished. The contractor shall be
expected to provide service vehicles to support the effort throughtout
the work area. REQUIRED QUALIFICATIONS: A secret clearance shall be
required for designated personnel working in certain classified areas
in APPD (must be completed by contract start date). (a) Sources
applying shall have current full membership certification in NETA. (b)
Capabilities Statements Submittals will be screened using the general
guidance in Note 25 for the CBD with emphasis on experience, personnel
and NETA certification. (c) A full-time professional electrical
engineer experienced in and responsible for all phases of testing and
maintaining electrical power systems including short circuit analysis,
protection coordination studies, and the evaluation of test data is
required for day-to-day performance of this effort. The electrical
engineer shall also be sufficiently literate and experienced in
computer-aided drafting and engineering to prepare, update and design
line drawings of electrical systems. (d) Electricians shall be fully
qualified electrician journeymen with a minimum of six years of post
systems, four years (may be concurrent) experience in large AC and DC
machinery (i.e. more than 600HP motors/1000KW generators up to
45,000HP) and associated control circuitry and be able to utilize
engineering drawings and manufacturers wiring instruction and/or
diagrams. At least one electrician shall have a watchmaker's background
and at least two years experience in meter repair and calibration and
have passed a one week course at Multi-Amp Company, or have the
equivalent thereto, on the repair and calibration of protective relays.
At least one electrician shall be a qualified cable splicer experienced
in splicing lead-covered high voltage cable. (e) The electrician
foreman shall have electrician journeyman qualifications as described
above and shall be able to plan and execute the maintenance program
described above, in addition to performance of administrative duties
that include purchasing materials and parts for maintenance, repair,
modifications and installation of equipment, and control use of
hazardous materials, and prepare required reports associated with these
duties. (f) The contractor must be able to obtain an Access Only
Security Agreement plus Secret Clearance with the Department of
Defense. This is required for the contractor to be permitted access to
certain equipment in classified areas within APPD. Failure to be able
to obtain a clearance and/or lack of full membership NETA
certification shall automatically disqualify applicants for this
effort. This Sources Sought Synopsis is for information and planning

identify their interest and capability to respond to this requirement.
Contractors responding must indicate whether they are or are not a
Small Business concern or a Small Disadvantaged Business concern. The
size standard for small business concerns for this procurement is SIC
code 7629, size standard for which is $5 million. Interested firms must
submit their responses no later than 4:00PM on the 6th of Feb 1996.
Personal visits to discuss this project will not be scheduled. An
Ombudsman has been established for this acquisition. The only purpose
of the Ombudsman is to receive and communicate serious concerns from
potential offerors when an offeror prefers not to use established
channels to communicate his/her concern during the proposal development
phase of this acquisition. Potential offerors should use established
channels to request information, pose questions, and voice concerns
before resorting to use of the Ombudsman located in ASC/IG, Bldg 14,
1865 Fourt St Ste 12, Wright-Patterson AFB OH 45433-7126, at (513)
255-0600, with serious concerns only. Direct all requests for
