513-257-3926. To provide all personnel, equipment, tools, materials,
supervision, and services necessary to perform Research Facility
Development and Operation and Computer Resources Support for the
Logistics Research Division of Armstrong Laboratory (AL/HRG), Air Force
Materiel Command, Wright-Patterson AFB OH. LABOR CATEGORIES: It is
estimated that various experience levels of the following labor
categories will be utilized: Contract Manager, Engineering Technician,
Electrical Technician, Subject Matter Specialist, Computer Programmer
III or IV, Electrical/Computer Engineer, Computer Systems Analyst III,
Senior Functional Analyst. SERVICES REQUIRED: The services shall
encompass, but are not limited to inspections, maintenance and
modification of complex systems or development of new systems, writing
graphics software, use of object oriented and artificial
intelligence-based applications, develop, modify, test, document and
maintain conventional programs, devise program logic (possible
mathematical translation notation), maintain equipment, design
high-speed microcomputer-based systems, interpretation of manufacturer
manuals, fabrication work (in past has included but not limited to
subject response keyboards, specialized cables, computer boards,
specialized graphics templates, specialized test equipment), possible
design, purchasing, construction, installation, integration,
maintenance and operation of equipment for the Logistics Visualization
Lab (LVL), temporary provision of human subjects for studies, record
keeping and documentation. Also need coordinator for problem
resolution, be able to recommend approval for system design
requirements, and installation, preparation of status report,
presentations and deliverables, daily direction to support staff,
analyze user needs, identify required tasks and interrelationships, and
resources for each task, be able to determine functional requirements,
perform functional allocation to identify required tasks and their
interrelationships and identify resources required for each task.
PROJECT INFORMATION: The work orders and projects on this type of
effort would be very diverse. Any solicitation developed for this
effort would be for a Base Year plus four additional years. GOVERNMENT
FURNISHED: Current contract operates out of Building's 190 and 434
Area B. (a) Facilities/Services: All required work space, office space,
desks and storage space for spare parts and test equipment purchased
under any resulting contract for these services, utilities, custodial
service, refuse collection, insect and rodent control, grounds
maintenance, security police and fire protection and on base phone
service. (b) Equipment: A: All required personal computers, printers,
test equipment/tools, copier and fax (including paper) for any work
accomplished for any resulting contract for these services. (c)
Materials: To be determined on a case-by-case basis. REQUIRED
QUALIFICATIONS: All contractor employees shall obtain security
clearance to the level of secret (must be completed by contract start
date). (a) Capabilities Statements Submittals will be screened using
the general guidance in Note 25 of the CBD with emphasis on experience
and personnel. (b) Must be able to work idependently, have experience
with computer graphics hardware and software, familiar with common
digital computers and microcomputers (PC compatibles, Silicon Graphics,
Sun Micro Systems workstations), operating systems (DOS, MS-Windows,
UNIX), networking (ethernet, netware, TCP/IP), standard high level
programming languages (Ada, C, C++), direct experience with computer
hardware and software, experience in and R&D environment (desirable)
artificial intelligence techniques, use of computer-aided software
engineering (CASE) tools, with a Bachelor of Science (BS) degree in
Computer Science and at least two years work experience in software
design and development (Computer Systems Analyst). (c) Must have
experience in a high-level programming language, writing graphics
software, exposure to UNIX, requires a BS degree in computer science
and at least two years work in computer programming (Computer
Programmer). (d) Ability to perform preventative and corrective
maintenance on sophisticated electronics and video distribution,
projection and display systems and equipment, ability to troubleshoot
various computer related problems, requires high school diploma and
minimum of seven years experience working with electrical/electroni and
mechanical equipment (Engineering Technician). (e) Must have experience
in computer systems design, to include high-speed microcomputer-based
systems, standard computer programming languages and operating systems,
BS degree in electrical or computer engineering (Electrical/Computer
Engineer). (f) Must have ability to solve complex problems involving
manufacturer's manuals, etc. for electrical equipment, how circuits
work and what sequence they follow, requires a high school diploma and
at least two years work experience in electronics (Electrical
Technician). (g) Must have information systems and architecture,
automation, database management systems, weapons system acquisition
management, logistics life cycle management, support equipment
acquisition and support systems analysis and requirements
determination, requires a Master's degree or higher in Computer
Science, Information Systems, Engineering, Business or other related
scientific or technical discipline directly related, plus a minimum of
eight years experience in the required discipline or technology, a
doctorates degree may be substituted for four years of experience
(Subject Matter Specialist). (h) Must have ability to develop
functional requirements for complex integrated ADP systems and be able
to work independently or with only general direction, requires a BS in
Computer Science, Information Systems, Engineering, Business or other
related scientific or technical discipline, plus seven years of
experience, six of which must be specialized (includes but not limited
to developing functional requirements for complex integrated ADP
systems), requires a Master's of Science in Computer Science,
Information Systems, Engineering, Business or other related scientific
or technical discipline will be considered equivalent to one year
specialized experience and two years of general experience. (Senior
Functional Analyst). This Sources Sought Synopsis is for information
and planning purposes only, does not constitute and IFB or RFP, and is
not to be construed as a commitment by the Government. Small
Businesses should identify their interest and capability to respond to
this requirement. Contractors responding must indicate whether they
are or are not a Small Business concern or a Small Disadvantaged
Business concern. The size standard for small business concerns for
this procurement is SIC Code 7379, size standard for which is $18
million. Interested firms must submit their responses no later than
4:00 PM on the 6th of Feb 1996. Personal visits to discuss this project
will not be scheduled. An Ombudsman has been established for this
acquisition. The only purpose of the Ombudsman is to receive and
communicate serious concerns from potential offerors when an offeror
prefers not to use established channels to communicate his/her concern
during the proposal development phase of this acquisition. Potential
offerors should use established channels to request information, pose
questions, and voice concerns before resorting to use of the Ombudsman
located in ASC/IG, Bldg 14, 1865 Fourth St Ste 12, Wright-Patterson
AFB OH 45433-7126, at (513) 255-0600, with serious concerns only.
