A -- ADVANCED MULTISPECTRAL PASSIVE DECOY - PART 1 OF 2 SOL PRDA #96-07-AAK POC Contact Mr. John Shock, Contracting Officer at (513) 255-2206. A--INTRODUCTION: Wright Laboratory (WL/AAKD) is interested in receiving proposals (technical and cost) on the research effort described below. Proposals in response to the PRDA shall be submitted by 18 March 1996, 1500 Hours Eastern Daylight Time, addressed to: Wright Laboratory, R&D Contracting Directorate, Building 7, Area B, 2530 C Street, Attn: Mr. John Shock, WL/AAKD, Wright-Patterson AFB, Ohio 45433-7607. There is a classified supplement to this solicitation. Offerors should immediately request this supplement from WL/AAKD if they plan to respond to this solicitation. This is an unrestricted solicitation. Small businesses are encouraged to propose on all or any part of this solicitation. Proposals submitted shall be in accordance with this announcement. Proposal receipt after the cut- off date and time specified herein shall be treated in accordance with the restrictions of FAR 52.215-10, copy of this provision may be obtained from the contracting point of contact. There will be no other solicitation issued in regard to this requirement. Offerors should be alert for any PRDA amendments that may permit subsequent submission of proposal dates. Offerors should request a copy of the WL Guide entitled, ''PRDA and BAA Guide for Industry''. This guide was specifically designed to assist offerors in understanding the PRDA/BAA proposal process. Copies may be requested from WL/AAKD, Wright- Patterson AFB OH 45433-7607, telephone (513) 255-2206. B-- REQUIREMENTS: (1) Technical Description: The purpose of this effort is to develop test, and demonstrate a cost-effective multispectral decoy concept to protect current and/or future aircraft against the advanced multispectral threats. All cost-effective passive, active or combined passive and active approaches are of interest. All innovative and effective offboard dispensing techniques will be considered. The concepts shall cover multiple areas of the eletromagnetic spectrum in an aircraft self-protection environment. The spectral coverage is desired to be as broad as possible. The decoy shall be compatible with current existing dispensers. The more detailed guidelines and objectives are included in the classified supplement. The deviation from the guidelines is acceptable if legitimate arguments are provided. The offeror is required to estimate what category (or categories) of the aircraft the proposed approaches could protect. The program shall include two phases: Phase I shall include (a) detailed concept development, (b) decoy designs, (c) trade-off study, (d) effectiveness study, (e) laboratory test, and (f) final decoy design. Phase II shall include breadboarding and the demonstration. (2) Deliverable Items: The following deliverable data items shall be proposed for the main program: (a) Status Report, DI-MGMT-80368/T, bi-monthly, (b) Project Planning Chart, DI-MGMT-80507A/T, bi-monthly with (a), (c) Funds and Man-Hour Expenditure Report, DI-FNCL-80331/T, monthly, (d) Scientific and Technical Reports - Contractor's Billing Voucher, DI-MISC-80711/T, monthly, (e) Test Plans/Procedures, DI-NDTI-80808/T, (f) Presentation Material, DI-ADMN-81373/T, as required, and (g) Scientific and Technical Reports, DI-MISC-80711/T, (Draft and Reproducible Final). (3) Security Requirements: TEMPEST requirements will apply. Generation of classified material for this solicitation effort is authorized only on equipment approved for classified processing by Air Force TEMPEST authorities. (4) Other Special Requirements: International Traffic in Arms Regulations apply. C--ADDITIONAL INFORMATION: (1) Anticipated Period of Performance: The total length of the technical effort for the main program is estimated to be 24 months. The contractor shall also provide for an additional 4 months for processing/completion of the final report. (2) Government Estimate: The Government funding profile is expected to be 600K. This funding profile is an estimate only and is not a promise for funding as all funding is subject to change due to Government discretion and availability. (3) Expected Award Date: 31 July 1996. (4) Type of Contract: Cost Plus Fixed Fee (CPFF) or Cost (no fee). Any grants awarded will be cost (no fee). (5) Size Status: For the purpose of this acquisition, the size standard is 500 employees (SIC 8731). (6) Notice To Foreign Owned Firms: Such firms are asked to immediately notify the Air Force point cited below upon deciding to respond to this announcement. Foreign contractors should be aware that restrictions will apply which could preclude their participation in this acquisition. A foreign offeror will not be eligible as a prime contractor for this program. (8) Security Requirements: It is anticipated that work performed under this contract may be classified up to and including the SECRET level. Performance of the effort will require access to classified material. Wright Laboratory's Electronic Warfare Security Classification Guide, 1 Mar 89 with Letter Change No. 1 dated 16 Aug 91, is the overall classification authority for this effort. Responders are reminded that classified responses shall be properly packaged, marked, transmitted, and addressed to the correct authority listed in Section A of this PRDA. Guidance concerning handling of classified information is contained in the ''Industrial Security Manual for Safeguarding Classified Information,'' available from your local Defense Investigative Service. (9) Classified Supplement: Receipt of the classified (SECRET) portion of this PRDA is necessary to fully respond to this announcement. Written requests to receive the classified portion of the Advanced Multispectral Passive Decoy PRDA should be addressed to the Contracting Officer at the address listed in Section A. The written request must contain the organization's classified mailing address and associated Facility Security Clearance (FSC) code. After verification of the requesting organization's security clearance, need to know, and safeguarding capability, the classified material, with applicable DD Form 254, will be sent to the cleared address by registered mail. D--PROPOSAL PREPARATION INSTRUCTIONS: (1) General Instructions: Offerors should apply the restrictive notice prescribed in the provision at FAR 52.215-12, Restriction on Disclosure and Use of Data, to trade secrets or privileged commercial and financial information contained in their proposals. Proposal questions should be directed to one of the points of contact listed elsewhere herein. Offerors should consider instructions contained in the WL PRDA and BAA Guide for Industry referenced in Section A of this announcement. Technical and cost proposals, submitted in separate volumes, are required and must be valid for 180 days. Proposals must reference the above PRDA number. Proposals shall be submitted in an original and five copies. All responsible sources may submit a proposal which shall be considered against the criteria set forth herein. Offerors are advised that only contracting officers are legally authorized to contractually bind or otherwise commit the government. (2) Cost Proposal: The accompanying cost proposal/price breakdown shall be supplied on an SF 1411, together with supporting schedules, and shall contain a person-hour breakdown per task. Copies of the above referenced forms may be obtained from the contracting office cited. (3) Technical Proposal: The technical proposal shall include a discussion of the nature and scope of the research and the technical approach. Additional information on prior work in this area, descriptions of available equipment, data and facilities, and resumes of personnel who will be participating in this effort should also be included as attachments to the technical proposal and not included in the page limit. The technical proposal shall include a Statement of Work (SOW) detailing the technical tasks proposed to be accomplished under the proposed effort and suitable for contract incorporation. Offeror should refer to the WL Guide referenced in Section A to assist in SOW preparation. PL 98-94 applies. Offerors must submit an approved DD Form 2345, Export-Controlled DOD Technical Data Agreement with their proposal. Any questions concerning the technical proposal or SOW preparation shall be referred to the Technical Point of Contact cited in this announcement. (4) Page Limitations: The technical proposal shall be limited to 60 pages (12 pitch or larger type), double-spaced, single-sided, 8.5 by 11 inches. The page limitation includes all information, i.e. indexes, photographs, foldouts, appendices, attachments, etc. Pages in excess of this limitation will not be considered by the government. Cost proposals have no limitations, however, offerors are requested to keep cost proposals to 75 pages as a goal. (5) Preparation Cost: This announcement does not commit the government to pay for any response preparation cost. The cost of preparing proposals in response to this PRDA is not considered an allowable direct charge to any resulting or any other contract. However, it may be an allowable expense to the normal bid and proposal indirect cost as specified in FAR 31.205-18. (0023)
