This notice announces the intent of the Air Force to issue a sole-source award to Systran Software, Inc., for the acquisition of machine translation services for the National Air Intelligence Center (NAIC). This includes the development and application of machine translation (MT) and related technologies. The effort will provide for continuing upgrades and enhancements to existing MT systems and technical support related to the operation and use of MT systems. Included is the development and maintenance of Russian-English, French-English, German-English, Chinese-English, Spanish-English, Korean-English, and other languages. A 60 month, time and materials contract is contemplated. Foreign participation on this contract is not authorized. This requirement was advertised in the 2/6/1995 edition of the CBD as a sources sought synopsis. This notice is a presolicitation notice for this acquisition. An Ombudsman has been established for this acquisition. The only purpose of the Ombudsman is to receive and communicate serious concerns with potential offerors, when an offeror prefers not to use established channels to communicate his/her concerns during the proposal development phase of this acquisition. Potential offerors should use established channels to request information, pose questions, and voice concerns before resorting to the use of the Ombudsman.
