REMEDIAL INVESTIGATION/FEASIBILITY STUDY AND THE PREPARATION OF
REMEDIAL DESIGNS. The selected firm will enter into negotiations for a
task order type contract. Individual delivery orders will be
negotiated (as fixed price agreements) and awarded for specific tasks
during the term of the contract. Duration and cummulative amount is
approx. 5 years (1 base year and 4 one year options) and approx. $10
million. Commensement of services will be about April 96. The selected
firm will need sufficient flexibility to be available on an ''as
needed'' basis to determine fast-tracked remedial action at several
known contaminated hazardous waste sites, and a cost-effective
environmentally sound remedial plan for other suspected contaminated
sites at the Federal Aviation Administration Technical Center
(currently on the Superfund National Priorities List (NPL); coordinate
and interface with the U.S. Environmental Protection Agency (USEPA),
New Jersey Department of Environmental Protection (NJDEP), Pinelands
Commission, and local agencies; install new monitoring wells; perform
environmental multi-media (soil, water, air, etc.) sampling and
analysis; review existing environmental reports and other pertinent
engineering data; develop and evaluate remedial alternatives for the
contaminated sites for both short and long term resolution; perform
Health and Environmental Assessments; perform cost analysis; obtain
permits as required; sample from existing wells; prepare site plans and
detailed drawings of contaminated areas; conduct qualitative and
quantitative laboratory analysis (lab must be NJDEP approved); design
and implement bench scale treatability studies; respond to and comply
with USEPA, NJDEP, and FAA Tech Cntr comments and directives associated
with this project; participate in Community Relations activities;
prepare and submit comprehensive reports; preapre and submit technical
evaluations of construction or demolition projects as they pertain to
the National Environ. Policy Act (NEPA) of 1969; investigate, develop
and evaluate remedial alternatives for Underground Storage Tank
locations; prepare detailed designs for selected remedial alternatives,
and prepare bidding documents (plan, spec's, etc.) to be used for the
remediation of contaminated sites. Selection shall be based on the
following criteria, listed in descending order of importance: (1)
Professional requirements, qualifications of the professional staff,
internal quality control, design approach and design economics; (2)
Specialized abilities, experience, and technical competence of the firm
in the type of work required; (3) Performance on previous projects for
the Government and required interfacing with USEPA, NJDEP and
Pinelands Commission and familiarity with Federal and NJ Environmental
Statutes, Guilelines, Regulations, and Requirements; (4) Capability
and capacity of the firm to accomplish the work in the required time,
even if several projects are assigned simultaneously, and; (5)
Experience and facilities in the field of computer-aided design and
computer-aided drafting. Those firms qualified to provide these
services, and submitting an SF-254 (Architect-Engineer and Related
Services Questionnaire) and an SF-255 (Architect-Engineer Related
Services for Specific Project) to reach the FAA Technical Center within
30 days from the date of publication of this notice, will be considered
for selection. Item 4 of the SF-255 shall indicate personnel strenght
of the principal firm at the office where the work is to be
accomplished. Additional personnel strength, including consultants, may
be indicated parenthetically. A copy of the latest SF-254 should be
submitted for the firm and for each of its consultants, even though
this may have been submitted previously. This is not a Request for
