Philadelphia intends to solicit on an other than Full and Open
Competitive Basis to acquire Outside Cable Plant (OSP) Maintenance for
the period 01 April 1996 through 30 September 1996 supporting U.S.
Naval Station, Norfolk, U.S. Naval Air Station, Norfolk, Commander in
Chief, U.S. Atlantic Fleet Compound, Armed Forces Staff College,
Norfolk, and Naval Amphibious Base Little Creek, Virginia Beach from
Bell Atlantic, Norfolk, VA. The OSP facilities consist of one (1) 200
pair, one (1) 300 pair, one (1) 400 pair, thirty (30) 900 pair, seven
(7) 1100 pair, four (4) 1200 pair, two (2) 1500 pair, twenty-six (26)
1800 pair, one (1) 2100 pair, one (1) 2700 pair and one (1) 3000 pair
cables connecting the rate demarcation points (RDPs) to the building
distribution frames located throughout the aforementioned sites. The
OSP maintenance will require the contractor to: repair CENTREX lines
from the RDPs located in Bldgs. N-26, NH-17, V-117, CEP151A, W-150A,
3150 and 2083; provide air compressors to maintain industry standard
amounts of air pressure on the air-core cable traversing throughout the
complexes; install and tag CENTREX lines from RDPs to wire closets; and
record maintenance. The statutory authority permitting other than full
and open competion is 10 U.S.C. 2304(c)(1), Only One Responsible
Source and No Other Supplies or Services Will Satisfy Agency
Requirements, as implemented by FAR 6.302-1. Bell Atlantic is the only
responsible source who can meet the Navy's requirement for maintenance
during the required performance period. All responsible sources may
submit concise documentation as to their ability to provide the
required maintenance, as well as financial and technical information,
which shall be considered by the Navy. If no affirmative written
responses advantageous to the Navy are received within forty-five (45)
calendar days after publication of this notice, a contract will be
awarded to Bell Atlantic. No contract award will be made on the basis
of information received in response to this notice. The Navy will not
pay for any information provided. All responses should be directed to
