PROJECT AREA: Provide all labor and equipment (except Gov't furnished
items) and transportation and other items required to aerially treat
approx. 8,345 acres (+- 15%). Contractor will be required to provide
one observation aircraft for each application aircraft and a
Differentially Corrected Global Positioning System-based Aircraft
Tracking Guidance and Flight Path Record System (DGPS) for each
application aircraft. The insecticide to be applied is Disrupt II or
pheromone flakes, is a mating disruptant, specific for gypsy moth
(Disrupt II and appropriate sticker will be supplied by the Gov't).
Pheromone flakes are tiny layered polymer flakes (1/32 inch x 3/32
inch) impregnated with the synthetic female gypsy moth sex attractant.
The peromone flakes CANNOT be applied with a conventional spray
(nozzle) system due to the size of the flakes. Therefore, they must be
applied using specially designed equipment. The type of dispensing
system for pheromone flakes is not commercially available. At the
contractor's expense, the contractor will be required to demonstrate to
the Gov't that the proposed application equipment is capable of
applying the Disrupt II at rates specified by the Gov't. At the
contractor's expense, the contractor is responsible for providing
verification to the Gov't. that any aircraft modifications are in
strict compliance with current FAA regulations. Treatment areas are
located on the George Washington/Jefferson National Forests in Virginia
and West Virginia and private lands in Virginia and West Virginia in
the counties of Craig, Roanoke, Botetourt, Bland and Carroll counties
in Virginia and Monroe and Mercer counties in West Virginia. Work is
expected to begin approx. June 12, 1996 based on first male moth
flight. Elevation ranges in the treatment blocks from 1,300 feet to
3,800 feet. This procurement is set aside for labor surplus area
