This is a Notice of Intent announcing that the National Institute of Health(NIH) Office of Logistics Management (OLM) in Bethesda, Maryland intends to place an order with Logistic Consultants Inc., 3512 Concord Road, York, Pennsylvania 17402, for automated analysis services. Any response must be received in writing within 15 calendar days from the published date of this notice. The contractor shall complete the final phase (Phase III) of the automated analysis services originally requested by the Office of Logistics Management, National Institutes of Health, Bethesda, Maryland. In completing the final phase the contractor shall perform the following tasks: (1) Analyze and redesign the existing Gaithersburg Distribution Center (GDC), (2) Identify and implement ''best methods'' practice for the receiving, shipping, storing and picking operations at the GDC, (3) Establish baseline data elements to measure productivity in operational areas, (4) Identify and evaluate commercial software systems (Warehouse Management systems--WMS) to improve the operating efficiency in the GDC and the self-service stores (SSS) operations, (5) Develop and submit specifications for a pick-to-light system, (6) Develop and submit specifications forthe mezzanine racking systems, (7) Develop work station layouts and cost, (8) Develop staffing requirements for the GDC, (9) Develop project cost justification and make recommendation for product layout and organization of the self-service stores, and (10) Review and comment on proposals for the Pick-to-Light and Warehouse Managment System programs. This site sonsolidates four (4) previously separate warehouse operations (property, animal fee/bedding, chemicals and general storage) under one (1) roof. The 150,000 square foot Distribution Center is located in Gaithersburg, Maryland and is approximately ten (10) miles north of the NIH Bethesda campus. Concerns that respond to this notice shall furnish concise responses directed specifically to the tasks specified herein. Sources demonstrating the capability to accomplish the above shall supply pertinent information in sufficient detail to demonstrate their ability to perform. Written responses shall also include complete pricing information and a complete description of the services to be provided which shall contain sufficient technical information to permit agency analysis to establish a bona fide capability to meet the tasks specified herein.
