Reference Number: BMDO 96-07. The Ballistic Missile Defense
Organization (BMDO) Deputy for Acquisition /Theater Missile Defense,
requires Scientific and Engineering, and Technical Assistance (SETA) to
support the BMDO Theater Missile Defense (TMD) staff. The TMD office is
required to develop and implement policies, program guidance, and
program strategies necessary to demonstrate, validate, acquire, and
field TMD weapon, sensor, and command and control systems. TMD programs
range from innovative technology concepts to Major Defense Acquisition
Systems. The scope of the planned contract is broad, covering from
critical support to basic technologies, through the development of
supplemental systems for TMD. It includes support of the oversight of,
advanced technology development, weapons systems acquisition, and TMD
operations in the joint and combined environments. It extends from
highly detailed scientific analyses of basic technologies through
architectural studies and analyses, to the development of TMD Tactics,
Training and Procedures. While the primary focus will be in-depth
technical, acquisition, and programmatic support for BMDO TMD in-house
technology, weapons, sensors, and control and integration activities,
the Contractor must also provide support to the TMD Deputate in its
role as the DoD TMD program manager, coordinating all DoD TMD efforts.
The support sought ranges from the assessment of alternative
strategies and their contributions to the TMD portion of the Ballistic
Missile Defense (BMD) to development of detailed technical assessments
in each of the major program areas within TMD: Modeling and
Simulations, Joint Forces, System Applications, System Acquisitions,
and System Integration of the TMD portion into a BMD system via such
efforts as Test Bed development and operation and command, control, and
communications. To perform this effort, the Contractor shall require
detailed information about U.S. and Allied TMD and related system
architectures, detailed expertise in software and telecommunications
development, and simulator-based analyses. The Contractor should be
able to provide innovative tools and techniques to assist in research,
development, and test program management. The Contractor should have
experience in the requirements generation and Planning, Programming,
and Budget System processes, and DoD cost analysis requirements and
processes described in DoD Directive 5000.4, OSD Cost Analysis
Improvement Group, DoD Manual 5000.4-M, and Cost Analysis Guidance and
Procedures. The Contractor should be able to demonstrate extensive
experience with the Service's (Army, Navy, Air Force, and Marine Corps)
TMD programs. This includes significant familiarity with the command
and doctrine relationships among Service programs, particularly the air
defense operation centers (e.g., Tactical Air Operations Center and
Tactical Air Operations Module, etc.). The Contractor should be
proficient in the use of the Extended Air Defense Simulation and
Extended Air Defense Test Bed, Parametric Endo/Exoatmospheric Lethality
Simulation, Vapor, Liquid, Solid Tracking, Theater Planning Tool, and
other standard, validated, or accredited Government TMD models. A cost
reimbursable award fee contract is contemplated covering a base period
of 2 years, and 3 one year option periods totaling a maximum of five
years. 150,000 man hours of effort are required for each year. Planned
contract award is September 1996. Small business, as defined in
Standard Industrial Classification (SIC) Code 8731, Commercial Physical
and Biological Research: Size Standard: 1,000 Employees, are invited to
submit to the contracting office, as early as possible, but not later
than 20 days after this notice, evidence of their capability to perform
the contract, in order that a set- aside determination can be made in
accordance with FAR 19.5. Capability statements should specifically
address the contractor's demonstrated capabilities in the areas
identified above. The Contractor should have personnel and facility
clearances to the level of SECRET and personnel serving as
multinational support must be clearable to the level of SECRET NATO. An
Organizational Conflict of Interest Clause will be part of the
resultant contract. Send written capability statements (limit to 10

in accordance with FAR 19.502-2(a), from responsible small business
concerns offering the best capabilities, the solicitation will be
issued, without further notice, to all interested parties who respond
to this synopsis for full-and-open competition. Therefore all large and
small businesses interested should indicate their status and send RFP
requests, referencing HQ0006-96-R-0007 to LTC Gottlieb. The Government
intends to post a draft Statement of Work for this effort and any
future information to the BMDO Acquisition Reporting Bulletin (BARBB)
