The Naval Sea Systems Command (NAVSEA) intends to award a sole-source, Cost-Plus Fixed-Fee (CPFF), Foreign Military Sales (FMS) contract to Martin Marietta, Government Electronic Systems (GES) of 199 Borton Landing Road, Moorestown, New Jersey 08057-0927. This contract will provide AEGIS FMS Program support to the Japanese Maritime Self-Defense Force (JMSDF) DDG 2313 ship class program. Additionally, this contract will contain options for other country AEGIS FMS Program Support (e.g. Australia, Germany, Saudi Arabia, and Spain). Support consists of Engineering Services in the following areas: Planning and Management Support, Combat Systems Engineering, Staging, AEGIS Weapon System (AWS) and AEGIS Combat System (ACS) Computer Maintenance, Japanese Computer Program Test Site Upgrades, and DDG 2313 Class Training. This contract will be issued under the authority of 10 U.S.C. 2304 (c)(1), because Martin Marietta is the only firm available with the requisite resources to meet contract requirements within the desired delivery schedule. Moreover, Martin Marietta is the sole AEGIS Weapon System design agent and sole AEGIS Combat System integration agent. The anticipated period of performance is November 1996 through September 2001.
