for Small Business Concerns. The Recreation Partnership Initiative
(RPI) is a project designed to identify opportunities to increase the
private sector's role in providing public recreation opportunities and
infrastructure at Corps of Engineers water resources projects. More
specifically, the intent of the program is to encourage private sector
development of public recreation facilities such as; marinas,
hotel/motel/restaurant complexes, conference centers, recreation
vehicle camping areas, golf courses, theme parks and entertainment
areas with shops, etc. The program will not address private exclusive
use developments such as condominiums, time-shares; or private
residential development. To accomplish this objective, a Request for
Proposal will be issued to solicit bids from qualified consultants to
design a methodology for evaluating the potential of Corps lands for
private sector development of public recreation facilities. The
selected contract consultant will perform a study to be completed in
four phases and within two years. The phases are as follows: Phase 1 -
The contractor will develop criteria and a methodology for evaluating
Corps projects for their potential for economically viable commercial
recreation development. Phase 2 - The contractor will apply the
methodology developed in Phase 1 to 362 Corps water resources projects
to produce a ranked list of 100 projects which have the highest
potential for recreation development under the RPI program. A Corps
review team will then select 25 projects from that list for further
consideration. Phase 3 - The contractor will conduct intensive, onsite
analyses of these 25 projects to further define the private sector
development potential. Phase 4 - The contractor will develop a process
and implementation strategy for successfully integrating Corps water
resource potentials and public service objectives with private sector
interests. The Corps will then solicit private sector interest in
development of sites at these projects, using the criteria developed by
the contractor. Proposals will be evaluated on the factors as set forth
in the solicitation package. Requests for the solicitation document
