Repairs will be made on 4 each (approximately 17'4''x16'10''x1'7'') mild steel (ASTM A7) culvert valve bulkheads weighing approximately 10.25 tons each. The Government will deliver bulkheads for repair by barge to the successful bidder's shop facility along the navigable parts of the Cumberland or Tennessee Rivers. Work consists of removing the culvert valve bulkheads from the barge, securing the bulkheads in the shop for repairs, inspecting existing welds, removing and/or repairing the welds using certified, qualified welders to perform ''Fracture Critical'' tension groove welds and ''Fraction Critical'' fillet welds in accordance with ANSI/AASHTO/AWS D1.5-95 BRIDGE WELDING CODE, SECTION 12; plus compression groove welds, double fillet compression welds and other welds in accordance with AWS D1.5 Sections 1 through 6 and AWS D1.5 Section 9. Areas where the repairs were made shall be tested, repainted, and the bulkheads then reloaded on barges for transporting back to Barkley Lock by the Government. The vendor shall be required to submit with their Quotation a listing of certified, qualified welders meeting the requirements to perform the work in this synopsis as specified in the Request for Quotation to be considered responsive. The culvert valve bulkheads are located at the Barkley Lake Lock, and the bulkheads may be inspected by requesting a site visit with at least three days notice to the Lockmaster - Gerald Cunningham, (502) 362-4222. Vendors who need a Request for Quotation package shall provide shop facilities within the following States/Counties: Alabama/Colbert, Jackson, Lauderdale, Lawrence, Limestone, Madison, Marshall, and Morgan; Mississippi/Tishomingo; Kentucky/Calloway, Crittenden, Livingston, Lyon, Marshall, McCracken and Trigg; Tennessee/Anderson, Benton, Blount, Bradley, Cheatham, Davidson, Decatur, Dickson, Hamilton, Hardin, Henry, Houston, Humphreys, Jackson, Knox, Loudon, Marion, McMinn, Meigs, Montgomery, Perry, Rhea, Roane, Robertson, Smith, Stewart, Trousdale, Wayne, and Wilson.
