District Army Corps of Engineers proposes to enter into a
Cost-Plus-Award-Fee contract for operation, maintenance, and repair of
Government owned facilities, equipment, levees, flood control
structures, pumping plants, channels, canals, dams, offices, shops,
buildings, roads, and grounds. The contractor shall provide all labor,
equipment, fuel, supplies, transportation, supervision, and management
to inspect, operate, maintain, repair, and rehabilitate flood control
facilities and features managed by the Vicksburg District in a large
section of the State of Mississippi. Inclusive in this scope are
emergency operations that may arise in this area. It is the
Government's intent to award one contract in relation to this
solicitation. This award will result in a Cost-Plus- Award-Fee type
contract for a base year with four option years. Selection of a
contractor will be made by an integrated assessment of the proposals
submitted. The integrated assessment will involve a determination by
the Government of the overall merit of each offeror's proposal. All
offeror's proposals will be evaluated for technical and management
quality and quantity and assigned a numerical score. The evaluation of
technical and management capabilities will be accomplished without
reference to cost. The management capability of the offeror will have
the greatest weight in the evaluation. Cost proposals will not be
scored, but will be evaluated for reasonableness by cost/price
analysis. The total estimated contract cost will be considered as an
independent element from the technical and management evaluations. Cost
proposals will be reviewed for completeness, credibility, and
compatibility with the proposed technical and management capability.
Award will be made to the highest evaluated offeror whose offer
conforms to the solicitation and has been evaluated as most
advantageous to the Government considering all factors including
technical and management capability and cost. All responsible sources
may submit a proposal which shall be considered. Issue date on or about
